Mandatory Qualification
- 7 years of client centred business analysis experience including: Conducting and leading requirements gathering sessions, analysing requirements gathered, working on software development projects with an active role working with stakeholders, project managers, technical teams, and other business analysts.
- 4 and seven 7 years of extensive requirements analysis experience including: Identifying, documenting, and validating system requirements that span multiple complex domains for continuous integration and deployment and preparing proposals for best fit technology based on the elicited requirements.
- Between four (4) and seven (7) years of experience identifying, documenting and validating system requirements for a Human Service Modernization Project with a focus on enrollment, eligibility, case management, and fair hearings.
- Between four (4) and seven (7) years of experience analyzing and validating mainframe system requirements from existing legacy systems, like COBOL.
- Between four (4) and seven (7) years of experience working independently on end-to-end business process reengineering and optimization in a technology environment, while documenting the To-Be requirements for the online solution.
- Between four (4) and seven (7) years of experience creating requirement artifacts such as: business process flows, detailed use cases, business rules catalogs, data dictionaries, wireframes, and specifications while adhering to pre-established templates.
- Between four (4) and seven (7) years of experience in facilitation which may include requirement workshop preparations, facilitating and leading collaborative sessions with stakeholders, discussions with leadership, and reporting on project status.
- Between four (4) and seven (7) years of experience working in or with the subject matter of legal, or adjudicative, court hearings, fair hearings, appeals or court procedure and processes.
- Between four (4) and seven (7) years of experience implementing web based, client facing applications and aligning requirements with federal standards, conditions, and regulations.
- The Business Analyst (BA) will conduct requirements analysis of existing system processes and elicit, analyze, and document requirements for the implementation of the Fair Hearings System. Responsibilities include: Identify and document as-is and to-be requirements using IES program standards which may include context diagrams, process flows, use cases, business rules, and misc BA artifacts. Conduct systems analysis and documentation on legacy mainframe systems. Meet with multiple stakeholders and produce work products that reflect and ensure system planning, design, and delivery are inline with business needs. Conduct artifact peer reviews, adhere to project timelines, and balance multiple priorities. The candidate is expected to travel during this engagement. Travel may range from 10-25% of the candidates time depending on the consultant’s work assignments. Travel will occur throughout New York State and may involve overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment. Awarded candidate is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services(ITS). This frequency is subject to change with advanced notice. Candidates who are unwilling to be onsite for the required timeframe will have their task orders terminated.
