- Certifications: Project Management certification such as Project Management Professional (PMP) or Certified Project Manager (CPM). Vendor must specify the certification(s).
- 10 years of experience in the deployment and implementation of large-scale LMR wireless communication systems for statewide public safety projects.
- 15 years of experience in Quality Assurance and Quality Control Services.
- 15 years of experience in System and Component Testing and Acceptance Services.
- 10 years of experience with Motorola digital trunked two-way radio systems.
- 5 years of experience in the deployment and testing of a state-wide, five master site P25 public safety network.
- 5 years of experience in the deployment and testing of a state-wide P25 700 MHz narrow-band FDMA integrated voice and data (IV&D) network.
- 5 years of experience in the deployment and testing of P25 network employing OTAR and OTAP.
- 10 years of experience in the testing of multiprotocol label switching (MPLS) networks.
- 10 years of experience in the testing of digital microwave systems.
- 5 years of experience in the upgrade and testing of a state-wide P25 700 MHz FDMA network to a P25 phase 2 TDMA network.
- 10 years of experience in TBN Engineering Services.
- 10 years of experience in the design, licensing, deployment, and testing of Sonet and MPLS Aviat, Alcatel-Lucent, and Cielo microwave networks.
- 10 years of experience in the design, licensing, deployment, and testing of Sonet and MPLS based microwave backhaul networks consisting of 100 hops or greater.
- 10 years of experience in the analyses and corrective action(s) necessary to resolve microwave path performance issues.
- 5 years of experience in the conversion while hot (in operation) of TDMA microwave network to MPLS in networks consisting of more than 100 sites.
- 10 years of experience in the governance of statewide or enterprise-wide wireless initiatives for statewide public safety projects.
- 10 years of experience in Site Engineering Services.
- 10 years of verifiable proven methodology for managing project documentation to include identification, filing, and archival of project documents.
- 10 years of experience in change management services to include accurate tracking and measuring project variances.
- 10 years of experience with Statewide 700 MHz P25 digital trunked two-way radio systems.
- 10 years of experience with Motorola TDMA digital trunked two-way radio systems.
- 10 years of proficiency in Microsoft Word, Excel, Visio, and Project.
- Ability to effectively communicate in English verbally and in writing.
- Ability to interact with functional users, technical staff, and Motorola project team members regarding business and information technology needs.
- Ability to listen and solve problems.
- Effective time management skills.
- Ability to work independently under the supervision of the WCC Executive Officer.
- Successful engagements with state entities in the past. Vendor must specifically describe the proposed personnel’s relevant experience with state entities.
- Direct experience with the WCC’s MSWIN System infrastructure, sites, and operation.
