Has responsibility and accountability for all administrative and technical matters required for the efficient operation and management of the Anatomic Pathology services. Coordinates with the Medical Director & Associate Director of Laboratory Medicine as needed with operational issues and planning. Is administratively accountable for both capital and operating budget development and control systems design and implementation and variety of special projects. Has responsibility for development, interpretation and application of section policies and procedures, budgets, staffing plans, and long-range plans.

Responsibilities

  • 1. Plans, oversees and manages all non-physician aspects of the Anatomic Pathology section with regard to services, programs, and evaluations of such programs.
  • 2. Recommends, establishes and maintains standards of organizational structure, policies, and procedures for the section which ensures accountability and the accomplishment of objectives. Observes and forecasts trends and directions of technological and administrative functions.
  • 3. Is administratively responsible for all personnel needs and for the preparation of reports, documents, payroll records, statistical surveys, and other data required.
  • 4. Recommends and takes action with the Medical Director and Associate Director regarding equipment, new equipment selection, and essential construction.
  • 5. Maintains Anatomic Pathology services in accordance with standards established by the Chief of the Section and such state, local and federal standards which may apply (i.e., College of American Pathologist (CAP), Occupational Safety and Health Administration (OSHA), and Joint Commission on Accreditation of Healthcare Organizations (JCAHO)).
  • 6. Oversees the preparation of developing QA standards and indicators required by CAP, State of Connecticut Department of Public Health (DPH) and the Anatomic Pathology Quality Assurance committee. Has responsibility in directing all technical related Quality Assurance and Quality Management activities (i.e., data collection, analysis, coordination, and reporting).
  • 7. Manages purchasing for the section and is responsible for inventory control, and budgetarymanagement practices related to floor stock supplies and reagents, and works with responsible staff to maintain an efficient supply system.
  • 8. Responsible for maximizing employee satisfaction through timely communication, counseling, facilitating, issue resolution, holding monthly staff meetings, and providing enrichment and opportunity. Actively engages employees in the work of the section, department and hospital. Analyzes and plans for resolution of employee engagement survey issues.
  • 9. Ensures customer satisfaction using Service Quality Improvement techniques.
  • 10. Responsible for participating in marketing activities to promote volume growth in the section
  • 11. Represents the Section to the Department Administration for operational needs in meetings, conferences.
  • 12. Participates in the intern and residency programs and coordinates with area colleges to provide clinical training for Pathologsits' Assistants and Histotechnologist/Histotechnicians. Develops and coordinates in-service training programs to ensure staff's continuing medical education as required by professional certification.
  • 13. Performs other administrative duties within the Department as required. Delegates appropriate responsibilities to designated staff.
  • 14. Oversees section specific billing compliance.
  • 15. Administratively supports the anatomic pathology computer system. Acts as a liaison for software enhancements implementation, hardware migrations, system design changes with the School of Medicine's Computer Services Department.
  • 16. Manages the proficiency testing for Anatomic Pathology and assures that proficiency samples are analyzed according to instructions and are completed within the allowable timeframe. Reviews proficiency test results with the Medical Director and develops corrective action plans when indicated in a timely manner.
  • 17. Continues personal and professional development by attending meetings, conferences and seminars as required or directed. Chooses areas and programs to study to expand knowledge base, and satisfactorily completes laboratory continuing education requirements.
  • 18. Is administratively responsible for the development of capital and operation budget plans and their implementation, the preparation of reports, documents, statistical surveys, and other data required.
  • 19. Participates in the recruitment of necessary personnel, their selection and appointment, supervision, promotion and demotion of technical, and auxiliary personnel.
  • 20. Is responsible for work assignments, on-call arrangements, and such changes as may be required. Responsible for long range planning and development of personnel and initiates the development of a succession plan.
  • 21. Develops long-range and project planning and recommends facilities, and equipment needs.
  • 22. Responsible for the maintenance of existing equipment and such contractual services as may be required.
  • 23. Ensures the Anatomic Pathology section's adherence to all Hazcom and Universal Precautions policies and procedures as promulgated by Hospital and state /federal agencies. Is responsible for technical aspects of biohazard/chemical safety in the Anatomic Pathology section recommending programming, monitoring, and location of warning signs or identifying of safety devices.
  • 24. Responsible for implementation of HRO programs and techniques.

Qualifications

EDUCATION

Bachelor's Degree in Health Sciences with a Histotechnologist, HTL(ASCP) certification or equivalent or graduate of an AAPA approved Pathologists' Assistant program. Masters Degree in Health Sciences or business administration preferred

Experience

Minimum of five (5) years of managerial or professional/supervisory experience in a healthcare setting.

LICENSURE

Histotechnologist, HTL(ASCP) certification or PA(ASCP) or equivalent

Special Skills

Excellent organizational verbal and written communication skills. Excellent customer services skills required. Proficient with office applications. Knowledge of laboratory quality assurance and quality management. Working knowledge of regulatory and compliance requirements for laboratories . Working knowledge of HRO programs and techniques.
