Position Purpose

The primary responsibilities of the Capital Facilities Project Manager include the oversight of facilities capital projects, strategic planning and daily management of capital projects, and direct hands-on involvement in these projects including completing construction/trades tasks, assessing the need for additional external vendors, and the oversight of internal technicians involved in the capital projects. This role demands a leader who is forward-thinking to adapt to future challenges in capital project management. The Capital Facilities Project Manager must ensure that all operational aspects of the capital projects support the broader business objectives and are fiscally stringent, requiring a blend of strategic planning and hands-on management.

Supervisory Function

Maintenance Technicians, General Contractors, Subcontractors as appropriate or necessary.

Resident Rights

  • Maintains an orderly work area.
  • Maintains positive working relationships with all employees within department and among departments. Sets aside individual differences for the sake of the residents.
  • Responds appropriately to constructive criticism or corrective action administered by supervisory personnel with SSL.
  • Responds constructively to changes and/or problems which may arise on the job to ensure that stress is dealt with effectively.
  • Respects the building, grounds, and equipment of SSL and personal property of residents and visitors.
  • Always Adheres to the organization’s Code of Conduct.

Safety & Sanitation

  • Remains alert always, assuring that SSL and its residents are always safe and secure.
  • Actively participates in the SSL Safety Program by direct service on the Safety Committee, or by observing and reporting unsafe conditions to supervisor and by performing all assigned duties with proper body mechanics.
  • Attends In-Service sessions as required by facility and supervisor.
  • Remains task oriented while on the job, with no allowance for horseplay or otherwise distracting oneself or others from the important task(s) of caring for residents.

Primary Job Duties

  • Develops and implements capital project management policies and procedures that ensure the efficient operation of all physical assets.
  • In conjunction with the CEO and CFO, manages budgets, including the approval of maintenance expenses and capital expenditure projects.
  • Ensures compliance with health, safety, and environmental regulations.
  • Directs facility upgrades or modifications, including the selection and management of contractors and negotiations with vendors.
  • Conducts regular inspections and audits to assess the effectiveness of external contractors.
  • Plans and coordinates all Capital Project Budget proposals, provides hands-on work/self-perform in the completion of projects and oversees the proper completion of all work performed by contracted vendors.
  • Plan, stock, and purchase materials to maximize on-hand supplies for standard necessary items and promptly source and acquire other items as needed from suppliers.
  • Source, bid, and create relationships with third party contractors, both GC and sub, to plan, price, and initiate and manage capital improvement projects.
  • Audit bills from suppliers to ensure accuracy and limit loss.
  • Manage all phases of construction projects, ensuring they are completed on time and within budget.
  • Coordinate with architects, engineers, contractors, and other stakeholders to ensure project specifications are met.
  • Develop detailed project schedules.
  • Oversee daily operations of construction and rehabilitation projects, ensuring safety protocols are followed.
  • Review and interpret blueprints and technical drawings for accurate project execution.
  • Prepare reports on project status, including timelines, budgets, and resource allocation.
  • Engage in active problem solving with keen attention to details.
  • Maintains a supportive and constructive relationship with all Management Staff through positive participation in Management Meetings, and in all interactions.
  • Performs other duties as assigned by the CEO.

Job Qualifications

  • A bachelor's degree in facilities management, engineering, business administration, or a related field or an equivalent combination of education, certification, and experience preferred.
  • Professional certification such as Project Management Professional certification (PMP) or Certified Construction Manager (CCM) preferred.
  • 3-5 years’ experience in project management, particularly in overseeing large-scale projects from inception to completion along with hands-on involvement in planning, budgeting, and execution phases, ensuing projects meet specified guidelines and standards.
  • Solid record of strong leadership skills and the ability to manage teams effectively under challenging conditions.
  • Excellent problem-solving, negotiation, and communication skills.
  • Well versed in current compliance, safety, and building standards.
  • Possess a valid driver’s license. Note: license must be maintained in good standing throughout employment.
