Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW
This position is located in the Smithsonian Institution (SI), Office of Human Resources, Talent Management, Trust Branch in Washington, DC. As the Trust Branch Manager, you will be responsible for directing recruitment and staffing activities for all SI Trust positions, including providing expert advisory services and support to SI units. Your contributions will play a pivotal role in enabling SI to fulfill its mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
The Trust Branch Manager will be responsible for managing the end-to-end recruitment process, while overseeing and directing the full range of OHR Trust recruitment activities. This role requires a seasoned HR professional with strong interpersonal skills, capable of collaborating across SI units, maintaining effective candidate pipelines, and promoting a positive hiring experience for both candidates and hiring managers. You will plan, coordinate, and manage recruitment efforts, with decision-making authority. Additionally, you will play a key role in shaping the long-term strategic direction of SI Trust recruitment operations, working closely with OHR and SI leadership to drive success.
Key Responsibilities
- Serves as an authoritative expert responsible for the planning, coordination, and execution of all Trust recruitment activities, ensuring alignment with SIs strategic goals.
- Develops long-term plans for the future of Trust recruitment operations and engages with leadership to align efforts with organizational objectives.
- Coordinates and oversees recruitment activities including drafting vacancy announcements, evaluating applicant qualifications, advising on interviews, and issuing job offers.
- Assists in implementing recruitment strategies to attract a strong pipeline of skilled and talented professionals.
- Plans and coordinates work for subordinates, set and adjusts priorities, and prepares schedules for work completion, ensuring deadlines are met.
- Evaluates performance of subordinates, provide advice, counseling, feedback, and offers guidance to employees on both work-related and administrative matters.
- Conducts interviews, recommend appointments, promotions, and reassignments, and handle employee complaints and concerns.
The ideal candidate has significant human resources experience and knowledge, particularly in talent acquisition. Specific experience in executing and managing staffing and recruitment, providing advisory services and applying sound human resources principles.
Proven experience in fostering continuous program improvement and experience utilizing the Applicant Tracking System, Pinpoint, is highly desired.
QUALIFICATION REQUIREMENTS
To qualify for this position, you must possess at least one year of specialized experience. Specialized experience is defined as experience:
- Managing human resources activities for a variety of functional areas; including recruitment, staffing and hiring.
- Formulating long- and short-range recruitment goals that directly impact organization-wide initiatives.
- Solving mission-critical human resources problems that cross multiple program lines.
- Leading a staff/team of human resources personnel through significant organizational change to optimize the use of personnel resources and talent.
- Promoting and maintaining good working relationships with key individuals or groups both inside and outside the organization to accomplish special goals and objectives.
- Responding to stakeholder inquiries related to recruitment strategies and functions, including resolving critical problems and issues related to program management, policy application, and human resource initiatives.
