What are Trust Fund Positions?

Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW

This position is located organizationally in Polices & Resources Division, Office of Contracting & Personal Property Management (OCon&PPM), Under Secretary for Finance and Administration, Smithsonian Institution (SI).

SI is a museum and research complex dedicated to the increase and diffusion of knowledge. OCon&PPM is responsible for the overall planning, management, and execution of SI's contracting. simplified acquisition, personal property, travel, and policy programs. This position is assigned responsibility for managing a portfolio of courses related to OCon&PPM's core business functions.

DUTIES AND RESPONSIBILITIES

Program Management

  • Manages the assigned training program in its entirety including assessment, evaluation, report metrics and tracking the completion of milestones. Participates with key unit staff in determining program need, defining program goals, setting priorities and developing work plans. Implements processes and protocols to strategically collaborate with colleagues across various units and divisions, as well as external organizations in support of the assigned program goals. Works with individuals and groups from inside and outside SI to include senior leadership, financial and program managers, contractors, donors and vendors to plan, develop, implement and carry out the OCon&PPM training program and projects.
  • In conjunction with the supervisor, plans, monitors, controls and manages this segment of the OCon&PPM training program for all of SI. Identifies standards for programs and change management. Integrates information systems and collaborative tools in such a manner as to maximize and leverage resources. Ensures projects are coordinated and planned among various subject matters experts. Monitors critical milestones and activities to ensure completion of workstreams and the delivery of products within schedule and budget. When necessary : recommends changes to course planning; identifies changes; and represents and serves as the focal point in promoting these changes. Ensures program activities comply with regulations and establishes policies, procedures, standards and internal controls. Resolves conflict or contentious training concerns through collaboration, negotiation and diplomacy.
  • Drafts and disseminates statements of work (SOW) and requests for quote / proposal. Evaluates proposals received from vendors to initiate procurements. Completed vendor onboarding. Prepares and maintains project work plans and schedules, including estimates of total program cost, schedules, estimates and schedules of required staff and consultant work hour resources. Estimates and schedules staff work commitments necessary to implement work plans. Sets priorities while focusing on critical needs to eliminate obstacles to success. Manages and measures work, setting clear objectives and key performance indictors / success metrics.
  • Develops information systems testing strategies, plans and scenarios that relate to training tracking and certification compliance. Coordinates with other SI units to develop and implement plans and procedures. Ensures appropriate product-related training and documentation are delivered from vendors. Establishes methodologies, program management procedures, tools and templates. Supports strategic and tactical planning that mirrors program goals.
  • Provides oversight of training course completion and training records retention as required by the program.
  • Instructional Design

  • Implements SI long-term strategy to centralize three separate training programs currently run in three separate SI offices into one central, unified training program overseen by OCon&PPM. Stands down any legacy training programs.
  • Analyzes training needs, develops new training curricula, develops training materials, maintains existing training programs for as long as needed and evaluates training effectiveness.
  • Designs, develops, maintains and evaluates training. Uses sound instructional design methodologies, adult learning theory and SI requirements. The incumbent defines course objectives, outlines materials to be covered, creates lesson plans and organizes methods of presentation. Researches, selects and coordinates required equipment and supplies and creates training aids and student materials. Works with subject matter experts to ensure training objective are clear and meet the needs of SI staff.
  • Works with subject matter experts to develop new training curricula that ensure all SI staff with financial and procurement related roles have the knowledge and skills needed to successfully fulfil their duties.
  • Produces training aids, study materials, reference material, videos, and other instructional materials.
  • Employs in-person lectures, discussion, demonstrations, practical exercises, simulation scenarios, webinars, self-paced online learning, written training bulletin, videos, and on-the-job training. Trains as standalone courses or part of a multi-layer team approach using a blend of in-person and virtual learning.
  • Develops a series of eLearning modules. Oversees course development with contracted eLearning companies and implements developed courses in a centralized SI learning management system.
  • Ensuring that content of developed videos, training aids and course materials stays current as policies and procedures evolve. Explores training delivery technology and methodology to keep abreast of new technologies that improve overall training delivery. Proposes implementation of new technologies.
  • Maintains legacy OCon&PPM training classes and curriculum until both can be successfully replaced by a new training program. This includes maintaining current contracted training support, current class requirements for all certificate programs and current training material. This also includes scheduling classes on an annual basis until such time as they are replaced.
  • Develops methods of evaluation and testing materials for all classes, such as examination questions and practical scenarios with established evaluation criteria. Conducts proficiency testing to assure students have acquired the target knowledge, skill and abilities. Develops and validates tests for certification.
  • Instruction Delivery

  • Delivers training to SI staff. Instructs on all procurement, contracting, financial and enterprise resource planning systems to SI staff. Acts as the primary instructor for the new centralized financial and procurement training program. Establishes as annual training schedule that included all procurement, contracting, financial and enterprise resource planning system classes. Coordinates the annual training schedule with class instructors to ensure successful training delivery. Assesses instructors' specialized expertise and qualifications on an ongoing basis to ensure that instructors are assigned to teach classes for which they are qualified. Instructors include the incumbent, other OCon&PPM staff members and instructors in the Office of the Under Secretary for Finance and Administration and on contract.
  • Draft and release SI-wide email announcements to inform the SI community of training updates. Coordinates presentations to SI staff at OCon&PPM events such as the annual OCon&PPM Share Fair. Participates in internal reviews to ensure SI staff training compliance with program requirements.
  • QUALIFICATION REQUIREMENTS

    Experience required for this position is as follows :

  • Requires expert level knowledge of program management principles to include project scoping and planning, cost estimating, scheduling and rescheduling, keeping organized in a challenging environment where participants' travel, learning and development rely on incumbent efficacy, risk assessment and management, and performance evaluation.
  • General knowledge of adult learning principles and methods.
  • Verbal and written presentation skills
  • Ability to develop, manage and oversee budgets.
  • Skill with Microsoft SharePoint, Word, and PowerPoint, Adobe Photoshop and multiple databases.
  • Knowledge of the operation of museums, cultural centers and educational institutions.
  • Skill in cultivating resources and building program support through partnerships.
  • Education completed outside the United States must be deemed equivalent to higher education programs of U.S. Institutions by an organization that specializes in the interpretation of foreign educational credentials.
