Summary

The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Office of Planning, Design and Construction (OPDC), Construction Management Division (CMD). The CMD provides oversight for all contracted construction projects in these facilities, many of which are designated historic, contain priceless collections, experiments or equipment and are visited by millions of people each year.

Duties

The Construction Control Representative serves as a construction representative in the Construction Division providing the Deputy Director and / or Resident Engineer with a wide range of expertise in architectural, construction, and engineering matters.

In this position, you will :

  • Coordinate on-site inspections during construction and determine that all foundations, structural, mechanical / electrical, and architectural features are installed in compliance with contract plans and specifications.
  • Compile information necessary to formulate reports, presentations, or documentation for construction engineering assignments.
  • Resolve unusual situations including structural, mechanical, electrical, civil and architectural.
  • Troubleshoot construction problems that are unprecedented or present multidisciplinary consideration and need to be integrated into the design.
  • Direct a team of representatives assigned to a project from inception through completion.

    Qualifications

    Experience :

    GS-12 : You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as inspecting and evaluating components for compliance with plans and specifications; reading, understanding, creating, and evaluating a construction schedule for project greater than $5 million; developing cost estimates; and reviewing and negotiating change orders.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Part-time and / or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

  • Knowledge of the concepts, methods and practices pertaining to architecture or engineering in the construction of public buildings such as museums and / or cultural facilities.
  • Ability to apply contracting policies and procedures (federal, state, etc.) to help administer contracts.
  • Ability to communicate in writing to produce a variety of written materials such as correspondence, technical reports and guidelines.
  • Ability to troubleshoot construction problems and develop corrective solutions to structural, mechanical, electrical, civil or architectural problems.
  • Ability to direct the work of others and advise appropriate offices, contractors and or entities on the appropriate Federal Acquisition Regulations (FAR) clauses.
  • Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria :

    Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

    Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

    Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
