What are the responsibilities and job description for the Coordinator Education Relations - Skilled Trades position at SMUD?
This position intends to fill a 1.5 year limited-term position.
SMUD's Sacramento Power Academy is excited to announce an opening for a coordinator in our Workforce & Education Outreach. We are looking for someone who is passionate about creating equitable, thriving-wage employment opportunities for residents in our region, particularly for areas of SMUD's service territory that have historically been underserved. Our focus will be on creating partnerships and programs that offer community members the ability to build their skills and compete for careers in the utility industry, at SMUD, and with our partner utilities.
Purpose
To collaborate, facilitate and coordinate externally with local education, business, professional, government, and community organizations and internally with SMUD staff to develop and sustain programs and efforts to ensure a viable, diverse and qualified candidate pool in the Sacramento region to meet SMUD current and future workforce needs. To perform senior professional analytical work and consulting services that support, influence and promote SMUD employee educational and development function externally and internally. A primary emphasis is to influence curriculum and to promote student career development to create a viable qualified candidate pool of potential future SMUD employees.
Nature and Scope
Serves as an advanced journey/lead level individual contributor in a relevant professional discipline; works independently on projects of moderate to high complexity; exercises independent judgment and discretion in the selection of work methods and resources; may serve in a Lead or supervisory role and assist in planning, coordinating, prioritizing, directing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel; and are acknowledged as a subject matter expert in areas of assignment potential future SMUD employees.
Duties and Responsibilities
- Provides leadership and direction to SMUD regarding business relationships and activities with the education community in order to enhance SMUD presence as an employer of choice among students, teachers, counselors, and school administrators in the Sacramento region.
- Coordinates SMUD staff in the Workforce organization, business unit resource centers and other business segments on their future workforce needs so as to implement and share SMUD strategy in the education community, e.g. coordinate SMUD partnerships; builds networks and supports sharing of information among SMUD staff.
- Serves in a leadership role representing future workforce needs to the local education community and regional, state, federal and/or utility education initiatives.
- Coordinates the effort to develop strategy that defines SMUD involvement with the education community related to workforce planning and development.
- Provides support and monitors results that contribute to achieving SMUD education strategy objectives.
- Understands business and future workforce needs.
- Serves as representative to various educational, business and/or government initiatives / organizations e.g., LEED, education industry advisory boards, Metro chamber of commerce Workforce and Education Committee.
- Develops and maintains relationships with key administrators throughout the Sacramento education community.
- Develops and maintains relationships with representatives of business, government and business/professional organizations who share SMUD workforce planning objectives.
- Contributes to regional policy related to education initiatives i.e., Metro Chamber Workforce Development and Education Committee, LEED.
- Reviews and comments on legislation relative to educational initiatives, policy and/or programs.
- Secures a role for SMUD in pertinent curriculum development and review, particularly at the post-secondary level.
- Identifies and creates opportunities that result in SMUD being viewed as a leader in education involvement and workforce planning in the Sacramento community and the electric utility industry.
- Plans and prepares grant proposals for federal, state and other funding sources and conducts research to identify potential funding sources.
- Analyzes the requirements of government Requests for Information RFIs, Requests for Proposals RFPs, and other solicitation documents and prepares written responses.
- Coordinates input from SMUD managers and is responsible for the design and delivery of the final product.
- Coordinates SMUD participation in student professional associations i.e. CSUS Professional Society of Engineers, etc., in teacher fellowship programs i.e. IISME, and in mentorship programs i.e. ACE.
- Monitor and advise on Educational Reimbursement policy and procedures SDP 4.1.1 and DAP 4.1.1 91.Researches industry trends and best practices applicable to SMUD; assists with benchmarking and administering best practices.
- Perform other related duties as required.
Required Education
- Bachelor degree or equivalent relevant experience. If no degree, 9 or more (9 ) years of relevant experience is required.
Required Experience Qualifications
Typically five or more (5 ) years of progressively responsible program management and/or leadership experience, with demonstrated passion, initiative and commitment to workforce development through education community.
Required Licenses/Certificates
Requires a valid California Drivers License as job will often use a SMUD vehicle.

Desirable Qualifications
- Education: Bachelors or Masters degree in Business Administration, Public Administration, Project Management or related field is desired
- Theory, principles and best practices in the design and development of educational programs is desirable
- Three or more years' experience working with community-based organizations serving income eligible and diverse communities, preferably in the Sacramento Region
- Knowledge of utility skilled trades/crafts training
- Experience in a vocational school or in a trades training program, ideally with a focus on construction and/or energy
- Experience developing on-the-job training programming and negotiating employer training contracts
- Experience writing, reviewing, and submitting contracts and state and federal grants
- Seven or more years' experience and knowledge of communications, project management, workforce development, curriculum development, systems approach to education partnerships, and/or apprenticeship training
