What are the responsibilities and job description for the Purchasing Agent position at SNC?
Responsibilities:
You'll be responsible for preparing our bid packages, developing evaluation criteria, analyzing and evaluating our proposals, negotiating procurement provisions, selecting or recommending new suppliers and administering our procurements. Additionally, you'll administer standard procurement agreements, such as Firm Fixed Price (FFP), through the entire procurement lifecycle, and will participate and lead minor to moderate negotiations of terms, price, and schedule, and will monitor supplier performance.
Qualifications You Must Have:
- Bachelor's Degree in a related field and typically 0-2 or more years of relevant experience
- Higher education may substitute for relevant experience
- Relevant experience may be considered in lieu of required education

- Navigation/Understanding of FAR/DFARS and similar USG Acquisition provisions
- Pre-Solicitation/Solicitation Experience (Source Selection, Supplier setup/qualification)
- Pre-Award Experience (Price Analysis, Market Research, Procurement Summaries, Negotiations)
- Award/Post Award Experience (Total Procurement Ownership, Modifications, Invoicing, Closeout)
- Audit Experience (AS9100, CPSR, DCAA/DCMA Periodic Audits, Incurred Cost Audits, Security Audits, FAA Audits, etc.)
- Total Procurement Management (Source to Pay) experience at and below $35k with no supervision
- Strong written and verbal communication skills
- Well informed in Transient radiation effects on electronics: Total Dose, neutron displacement damage, neutron single event effects, prompt dose upset/latchup/burnout
- Educated in hardness assurance processes detailed in MIL-HDBK-814 through 817 and MIL-STD-1766
- Support overall system needs and act as a technical consultant in radiation effects for design teams, management, and customers
- Ability to decompose requirements to meet mission objectives
- Experience Comfortable working in multi-disciplinary design and development teams
- Knowledge of requirements management, functional requirements parsing, derivation, and allocation; systems design, systems integration, technical risk identification and management strategies, and Verification and Validation (V&V) principles

- Experience with requirements management and system modelling tools, such as DOORS, Rhapsody, NoMagic, MATLAB, Cameo, or IMS
- Experience or certification in MIL standards
- Provide radiation test support to include test planning, selecting appropriate exposure rates, identify parameter to monitor, develop test circuits, performing the testing, conducting data analysis, and generating a report.
- Experience in component level, circuit card level, and system level testing in all radiation environments.
- Familiarity with Thermal Flash and Electromagnetic Pusle effects / documentation, including MIL-STD-3023, MIL-STD-2169, and MIL-STD-810.
- Experience in electrical design: Circuit design/simulation evaluations, circumvention and recovery methods, photocurrent transient protection mitigations
- Conduct reliability analysis such as SEE rate calculations, FIT rate contributions, and tolerance limits for normal/lognormal distributions.
- Knowledgeable in environmental modeling and radiation transport analysis
