Attention all hazardous and moderate risk waste professionals, supervisors, and leaders. Come join the Snohomish County Public Works Department as a Moderate Risk Waste (MRW) Facility Supervisor in our Solid Waste Division. This is a newly created position to supervise our dynamic and exemplary moderate risk waste team. The role offers an exciting opportunity to coordinate activities at the MRW facility and make a tangible impact on our community's hazardous and solid waste management efforts.Specifically, the MRW Facility Supervisor will : Plan, schedule and supervise the work of the MRW Team;Oversee the acceptance, processing, transport, recycling, and disposal of household hazardous and moderate risk waste;Ensure that MRW facility activities comply with all regulatory requirements;Coordinate legislative and product stewardship initiatives related to MRW materials; andAdminister a variety of grants, contracts and agreements related to facility operation.Additionally, the successful candidate must be an effective leader, with excellent customer support, communication skills, and the ability and desire to communicate effectively with diverse audiences and stakeholders.Selection ProcessPlease attach a cover letter summarizing your work experience and skills that are relevant to this position. Start vesting for a Washington Department of Retirement System (DRS) PERS pensionSecurity, stability, and a lifelong career!Basic FunctionTo plan, schedule and supervise the work of moderate risk waste (MRW) facility staff engaged in the acceptance, processing, transport, packing, storing, shipping, recycling, and disposal of household hazardous waste (HHW) and moderate risk waste generated by households and / or qualified businesses located in the county.Statement of Essential Job DutiesSupervises and coordinates the daily operation of the County's MRW Facility and MRW collection programs, determines work priorities and prepares work schedules; forecasts resource needs and requisitions materials and supplies as necessary; coordinates facility operations with the cities and towns in the county, other units in Solid Waste Operations, such as the transfer stations, drop box sites and environmental clean-up and with other departments and agencies as necessary.Plans, coordinates, schedules and supervises the work of subordinate employees; trains employees as necessary; monitors and evaluates the work of subordinates; conducts various personnel actions including hiring, performance evaluations, promoting, and discipline of subordinates.Monitors and inspects workstations and equipment; enforces safety rules and regulations; enforces general county policies and procedures, develops, and recommends policies and procedures to ensure safe working conditions, efficient operations, and excellent professional and courteous customer service.Plans and arranges for the timely maintenance and repair of equipment, buildings, grounds and parking areas associated with MRW facilities and related operations.Work with the public and other county employees as necessary to resolve complaints, answer questions, and develop and recommend new or revised procedures to ensure safe and efficient customer service and operations.Maintains required records, performs data analysis and prepares reports to document compliance with the Federal, State and local laws, rules and regulations.Supervises operation of the MRW Facility to assure work activities and staffs’ training meet Snohomish County, EPA, OSHA, and DOT, and Washington State Department of Ecology requirements.Provide technical assistance to the public and businesses, regarding proper HHW and MRW management and waste reduction options.Develop, edit, and maintain MRW Facility Operations, Maintenance and Safety manuals and ensures the documents are current and meet all regulatory guidelines.Develop the annual budget for the MRW Facility and monitors expenditures to assure adequate funding is available as needed.Reviews and approves invoices related to MRW facility expenditures.Participates in the development of product stewardship and extended producer responsibility programs related to the collection, processing, recycling and disposal of HHW and MRW waste streams.Administers a variety of grants, in addition to providing justification and preparation of bid, contract and agreement specifications as needed for MRW facility operations.Maintains transaction, waste export, inspection and associated records.Performs the duties of lower level MRW personnel as necessary.Minimum RequirementsA Bachelor Degree in a professional field related to the group function such as business administration, public administration, science fields, environmental studies or related field, and three (3) years of professional level experience in moderate risk waste collection, processing / packaging, storing, shipping, recycling, disposal, or MRW program planning, including bid and contract development and management and MRW program management with at least three (3) years of supervisory / lead experience within the area of specialization; OR, seven (7) years of experience in MRW collection, processing / packing, storing, shipping, recycling, disposal operations and MRW program planning, including at least three (3) years of supervisory / leadership experience within the area of specialization; or any equivalent combination of training and / or experience that provides the required knowledge and abilities. Must pass job related tests.Special RequirementsA valid State of Washington Driver's License is required for employment.A valid First Aid Card with CPR endorsement is required within six (6) months of employment.Possession of, or ability to, obtain a 40-hour certification in Hazardous Waste Operations and Emergency Response (HAZWOPER) within two (2) months of employment.DOT hazardous materials transportation training is required within six (6) months of employment.Participation in a medical surveillance program that includes baseline, periodic, and exit monitoring.Ability to pass the annual lung capacity test for wearing respirators.A job offer will be conditioned on satisfactory results of a post offer medical examination or inquiry.Knowledge and AbilitiesKnowledge of : the practices, procedures and methods followed in operation of MRW materials processing, transport, recycling and disposal;understand chemical compatibility, hazard classes and their associated risks;hazardous waste designation, waste profiles;Department of Ecology shipping and packing regulations;federal / state hazardous waste regulations, and OSHA requirements;rules, regulations and permits governing the disposal and processing of solid, HHW, and MRW;occupational hazards, safety rules and regulations;first aid / CPR methods and procedures;just cause and progressive discipline;county personnel rules including grievance handling procedures;advanced working knowledge of MS Word, MS Excel and MS Outlook.Ability to : principles of effective communication;disseminate information to the general public and the business community;write reports and correspondence;speak effectively before small groups;work effectively with the general public, the business community and co-workers;communicate effectively, in person, via digital devices and over the phone;read and interpret documents such as safety data sheets (SDS), federal / state hazardous waste laws and operating and maintenance manuals;calculate figures and amounts such as discounts, interest, percentages and volume;apply concepts of basic algebra and geometry;solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;interpret a variety of instructions furnished in written, oral, diagram, or schedule form.SupervisionThe employee receives general direction from the Solid Waste Operations Manager. The work is performed with considerable independence and is reviewed through status reports and meetings. The employee supervises a variety of subordinate employees including moderate risk waste technicians, specialists and administrative staff as assigned.Working ConditionsThe majority of the work will be performed at the Moderate Risk Waste Facility, generally within a typical office environment, but some duties will require work in the waste processing areas of the facility, at various solid waste transfer stations, drop box sites, and other solid waste facilities and / or special event sites and / or community-based drop-off sites.
