What are the responsibilities and job description for the Revenue Officer (Foreclosure) - TRS Promotional Opportunity Only position at Snohomish County?
To coordinate and determine the best method of collection based on caseload, amounts owing, and likelihood of collection including seizure and sale of property in compliance with the appropriate R.C.W.'s.
STATEMENT OF ESSENTIAL JOB DUTIES
- Coordinates efforts with the department, Assessor's Office, and/or law enforcement to locate and compile information pertaining to delinquent accounts; whether real property or personal property, while ensuring compliance with state regulations.
- Coordinates with necessary parties to determine the value of the property, the best method for sale, and risk to the county.
- Coordinate and participate in on-site visits to assess properties, whether for foreclosure or personal property seizure, as well as evaluate the value of said property/assets to determine the best course of action.
- Communicate with taxpayers or property/business owners regarding delinquent accounts through phone calls, meetings, and/or legal notices. Working with said parties to negotiate payment plans in lieu of seizure and sale of property.
- Manage the sale of property (real or personal) to recover unpaid taxes and fees as well as distribute excess funds to lienholders or previous owners after the sale is completed.
- Maintain accurate logs, reports, and legal documents involving property ownership and financial reports of delinquent accounts.
- When required works with legal entities such as the Prosecuting Attorney and Courts.
- Works with external parties such as title companies, lienholders, and auctioneers in an attempt to settle delinquent accounts.
- Proposes office collection policy and procedure revisions to remain in compliance with all requirements.
- Performs other duties as required.
- Sends quarterly gambling forms to businesses with gaming equipment; monitors returned gambling forms and payments as required by the State Gambling Commission. Prepares letters when quarterly gambling taxes are not paid.
- Contact businesses with gaming equipment to collect delinquent gambling taxes; notify the landlord of the delinquency and that a lien is being placed on real property for the continued non-payment of the tenant's delinquency.
- Manages mobile home property process and directs office staff to assist with administrative functions
- Determines application of advance taxes on appropriate property accounts; oversees account sign-offs
- Directs office staff to assist in payment plan set up, monitors accounts, researches accounts for liens placed by various secured creditors, and writes collection letters.
- Inventories seized property and provide a list to the court; prepares the personal property for auction and participates in the sale of seized property if not using an auction house.
- Prepares and maintains foreclosure and tax title logs and files; removes accounts as required by the RCW's. Reviews title reports for discrepancies and unclear ownership; resolves title and/or tax parcel discrepancies with other county departments, governmental agencies, lenders, escrow agents, or title companies; notifies all parties with an interest in the property by certified mail.
- Works directly with the Treasurer to contact parties in foreclosure, including field visits prior to the tax sale; prepares field visit information; participates in file review with the Deputy Prosecutor and Treasurer concerning parcels that may be ineligible for sale.
- Prepares, posts, and publishes foreclosure and tax title sale notices; prepares and processes sale-related forms; prepares excise documents for all sold properties, and coordinates the signing and recording of these documents at the Auditor's office; update Treasurer website with sale documents.
- Monitors Tax Sale. Reconciles proceeds with sale reports. Coordinates transfer of sale money to County and organizes sale receipts for payment application. Compiles closing documents for the County Attorney to file a Return of Sale in court. Notifies owners of record of the need to apply for any surplus funds resulting from property sale; processes applications for excess funds. Maintains documentation for excess funds; initiates transfer/s of excess funds to Snohomish County per statute.
- Determines which special assessments need to be removed and which are to be paid after the sale is completed and directs staff/assists taxing districts to complete this process.
- Requests bids from title companies to provide title report services on foreclosure properties; concludes bidding process and updates required to contract with necessary changes for legal review.
- Prepares forms, certificates of delinquency, and exhibits for court filings presented by the Prosecuting Attorney.
Two (2) years’ experience working in direct contact with public; and one (1) year of collection experience; and one (1) year public enforcement of laws; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities.
Typing score of forty-five (45) words per minute (wpm) required. Must pass job related tests
PREFERRED QUALIFICATIONS
Prior law enforcement or collection work is preferred.
SPECIAL REQUIREMENTS
A valid Washington State Driver's License is required for employment. Employee will be required to work offsite daily. Employee will be required to complete any educational requirements to operate a County pool vehicle.

SUPERVISION
Employee reports to an administrative designee as assigned. Works with a minimal amount of supervision.
WORKING CONDITIONS
The work is performed in the usual office environment with six (6) hours or more per day focusing on a computer screen and with frequent field trips throughout the County. May be required to lift up to 50 pounds.
