This job posting is a full – time, project position which is paid for by Washington State grant funds. To date, these funds are expected to continue through June of 2026.
Snohomish County District Court is seeking an individual with an understanding of Best Practices in Therapeutic Courts, case management skills, and a strong drive to provide applicable services to court participants. BASIC FUNCTION
Facilitates access to treatment, services, and resources for Snohomish County therapeutic court participants. Collaborates with the therapeutic court team to provide ongoing support, supervision and effective, best practice-based responses to participant behaviors.
STATEMENT OF ESSENTIAL JOB DUTIES
- Assists in facilitating access to the assessments needed and resources required for entry into the therapeutic court program. This involves meeting with potential participants, reviewing records, making inquiries with other professionals, and reaching out to providers.
- Assesses individuals’ immediate and long-term needs and goals for basic needs, skills, housing, education, vocational training, and employment. Helps individuals find and gain access to the appropriate resources to assist in those needs and goals throughout their time in the program
- Reports to the court on participants’ progress and actively participates in team staffing and court hearing
- Works with the Specialty Court Officer to track changes in participant’s needs and situation, helping to develop, monitor and make adaptations to the wrap-around case plan for each participant.
- Maintains client and program records, following rules of confidentiality, HIPAA, and 42 CFR Part 2. Collects and enter data in Drug Court Case Management system for purposes of data analysis and status reports.
- Maintains current knowledge of substance use disorders, mental health disorders, treatment court models and best practices. Attends trainings as required, maintains engagement with community agencies, provides education regarding program requirements and success of participants.
- Helps raise awareness of therapeutic courts and programs in the community by making presentations regarding program services in collaboration with the Therapeutic Court Supervisor. Participate in outreach efforts and other initiatives or events to support participants and/or therapeutic courts.
- Maintains collaborative working relationships with judges, prosecuting attorneys, defense attorneys, treatment providers, social workers, department of corrections, other team members and community stakeholders.
- Performs other related duties as assigned.
An Associate’s degree in behavioral health sciences, psychology, social services, or closely related field: AND three (3) years professional, paid on-the-job social services experience; OR a Bachelor’s Degree in the above fields and one (1) year of experience; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.
SPECIAL REQUIREMENTS
A valid Washington State Driver’s License, unrestricted except as to vision, will be required prior to appointment.
Incumbents must also pass a thorough background and driving record investigation and other county pre-employment requirements. Incumbents must complete Snohomish County Defensive Driving Course within sixty (60) days of hiring.
KNOWLEDGE AND ABILITIES
Knowledge of:- principles and practices of social work and case management techniques used in community resource, behavioral health and therapeutic court programs.
- federal regulations and state/county laws applicable to the program assigned such as HIPAA and other confidentiality rules.
- current knowledge on symptoms, treatment and effects of substance use and mental illness.
- understanding of the effects of substance use and mental illness on the community and the criminal justice system.
- advanced interviewing skills and techniques for individuals from various socio-economic, ethnic, and cultural backgrounds
- available community resources that address basic needs, education, vocational training, employment, treatment, health and recovery support.

The Therapeutic Court Case Manager reports to the Therapeutic Court Program Supervisor with additional direction from the Probation and Community Programs Manager. Work is performed with considerable independence and is reviewed for quality, adequacy of professional judgment and compliance with established goals and policies through conferences, case record narratives, reports and appraisal of results obtained.
WORKING CONDITIONS
The work is performed in a variety of settings including participant homes, participant treatment provider locations, court settings, and the usual office environment. Employees will be required to travel to participants’ places of residence and at times, transport participants to appointments.
