Description
The Cultural Manager is responsible for the daily operations of the department and the activities that the department oversees. The Cultural Manager is responsible for ongoing program assessment to meet the needs of the Tribal members including cultural classes, cultural events, and providing cultural education to youth at the Snoqualmie Tribe Child Development Center; and harvesting and maintaining supplies necessary to be able to carry out all activities. The Cultural Manager will also manage and support Regalia and gifting needs for events, such as graduations.
Essential Duties:
- Responsible for all phases of program development, implementation, budget preparations, budget monitoring and evaluation.
- Assumes full administrative supervisory responsibility over all personnel within the department.
- Responsible for identifying alternate and additional resources for funding cultural resource management activities; including for cultural classes and tribal artists.
- Establish and maintain relationships with the State and Federal governments pertaining to all aspects of cultural resource management.
- Oversee all contractors engaged by the Tribe for activities within the department.
- Develops and directs all cultural resource management projects, and activities.
- Communicates with various Tribal employees, State and Federal agencies, and other relevant groups to effectively gather information and develop recommendations that efficiently coordinate the service.
- Directly participates in field work for cultural resource management projects.
- Participate in workshops, training sessions, staff meetings and in-service activities for the purpose of upgrading skills relevant to job duties.
- Oversee the Tribe’s Native Fatherhood grant program.
- Provides cultural knowledge and resource support to the Tribe’s Child Development Center.
- Drafts necessary department policies and procedures.
- Develops and implements a Cultural Internship Program for Native Youth in the summer months.

Requirements
- Maintains knowledge of all Federal, State, and Tribal regulations relevant to cultural resource management.
- Knowledge and understanding of missions, organizational goals and objectives of the Tribal intent for historic preservation and cultural resource management.
- Familiarity with regulations and standards of various regulatory and credentialing groups relevant to historic preservation and cultural resource management.
- Ability to coordinate work efforts with other respective Tribal departments.
- Experience in program development and social networking within the Snoqualmie Tribe and other Tribal communities.
- Demonstrated effective written and verbal communication skills.
- Demonstrated organizational and time management skills including the ability to follow through and manage details.
- Ability to recruit and coordinate volunteers.
- Knowledge of ethics and confidentiality procedures and requirements.
- Ability to comprise a list of shopping needs for events, shop and deliver purchased and program items to events.
- Strong organizational skills and accuracy and attention to detail. Ability to monitor and prioritize workload efficiently and meet strict deadlines.
- Ability to maintain confidentiality and use tact and discretion.
Education & Experience:
Education Required:
- Bachelor’s degree in arts or science OR a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.
Experience:
- Five (5) years of experience participating in Snoqualmie Tribe Cultural activities/events.
Certifications/Licenses:
- Must have and maintain a valid Washington State Driver’s License for duration of employment.
- Must have and maintain a current Food Handler's Permit, CPR/First Aid, Snoqualmie Tribe Defensive Driving certificate, or obtain within 90 days of employment.
- Must have and maintain compliance with HIPPA tribal regulations.
Other Requirements:
- Must be able to pass a thorough pre-employment background and character investigation.
- Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.
- Must be an enrolled Snoqualmie tribal member.
Work Environment:
The work environment includes an office environment in a controlled atmosphere building with a travel requirement of up to 15% of a given month using a GSA vehicle.
Tribal Preference:
The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.
Additional Information
- Salary, compensation will be determined based on experience and starts at $76,159.67 per year.
- This position is a permanent full-time position and employment is at will.
- This position is currently open to Snoqualmie tribal members only.
