Summary

This position supports the Skid Row Action Plan (SRAP) by establishing Resident Councils (RCs) composed of individuals with lived experience in Skid Row. RCs serve as key partners and co-leaders in driving systems change. The Project Coordinator will lead community engagement, co-design strategies, and oversee the RCs’ work in six areas : Permanent Housing, Interim Housing, Harm Reduction, Safe Services, Economic Development, and Health Service Delivery. Acting as a bridge between RCs, SRAP service providers, and the government, the Coordinator will ensure RCs build strong relationships with key institutions, connect with program participants, and influence service delivery. The Coordinator will also support RCs in developing staff training to implement Council recommendations and establish infrastructure that provides RCs with personal development and financial literacy tools, ensuring residents are engaged as co-design partners and trainers in SRAP initiatives.

Essential Duties and Responsibilities

1. Oversee the daily operations of the aspects of the SRAP program, including the establishment of the Resident Councils.

2. Ensure all program activities adhere to the work plan and grant guidelines, including specifications, timelines, reporting, and budgets.

3. Develop the necessary documents to fulfill funding obligations and ensure timely collection and submission of all required documents.

4. Successfully onboard members into their new roles on Resident Councils.

5. Support, develop, and facilitate the implementation of program goals, objectives, activities, and deliverables.

6. Integrate resident participation as co-design partners, advisors and trainers, ensuring their contributions are valued and compensated.

7. Organize and facilitate meetings between Resident Councils and key decision-makers to establish co-design partnerships and collaborate on SRAP recommendations.

8. Coordinate all relevant systems and decision-makers to develop responsive services and infrastructure for Skid Row's most vulnerable populations.

9. Support the hiring, training, and supervision of all program staff.

10. Serve as the direct contact between SMRS and the Los Angeles County Department of Health Services / Housing For Health.

11. Perform other duties and special projects as assigned.

Education and Experience

1. A bachelor's degree in public health, psychology, political science, or a related field is required; a master’s degree is preferred. In lieu of a degree, at least five (5) years of relevant experience, particularly in Skid Row, is required. This should include lived experience of homelessness or extensive work with people experiencing homelessness, focusing on advocacy and / or policy change.

2. Strong project management skills, including the ability to meet goals on time and track progress and outcomes.

3. Experience in grant management, reporting, and working with government agencies and service providers.

4. Experience in community organizing and developing culturally competent training programs.

Language and Communication Skills

1. Ability to read and write English fluently.

2. Bilingual proficiency in Spanish and English a plus.

3. Ability to speak effectively before key stakeholders, public gatherings, and government.

4. Proficiency using a computer and other technology to participate in virtual meetings and generate program-related documentation. Proficiency in Word and Microsoft Office software.

Other Requirements

1. A strong commitment to social, racial, gender, and economic justice.

2. Self-motivated, able to prioritize, set goals, and work effectively both independently and in collaborative settings.

3. A valid government-issued picture ID.

4. If employee uses his / her personal vehicle to commute to work and / or parks on Agency property, a current California driver’s license is required.

a. If employee has an out-of-state driver’s license, he / she must attain a valid California license no later than 10 days from employment start date.

b. Must maintain current liability insurance coverage on personal vehicle.

c. On occasion, employee may be asked to use their personal vehicle to transport participants / residents to offsite appointments. Standard mileage rate will be reimbursed as applicable.
