This engineer will work closely and will be involved with both the UI tiers which are MS .NET applications (VB.NET, C#.NET) and the Oracle database tier, production trouble shooting support will be expected so production support experience is required. This contractor will be expected to work with minimal supervision, will be in direct contact with business area specialists, develop technical approaches and designs, code, test, and support these functions.
Oral and written Communications skills must be excellent.

Responsibilities
- Analyze the , Web Service, and batch business applications
- Take the lead in analyzing and trouble-shooting assigned system problems
- Analyzing new requirements and regulations
- Propose solutions and develop technical specifications in response to business requirements
- Code, test, promote, and interact with impacted users ensuring that solution meets requirements.
- Provide daily and weekly status to the development manager.
- Working knowledge of South Carolina Driver laws, rules, and regulations as presented in SC Code of Laws part 56 including:
- Credentials, Suppensions, violations, Financial Responsibility, Parole, Probation, and Pardons (PPP) driver support.
- Direct knowledge of American Association of Motor Vehicles Administrators (AAMVA) Commercial and non-commercial driver processing including:
- Federal Motor Carrier Safety Act (FMCSA) mandates
- Commercial Driver License Information System (CDLIS) interface processing
- State Pointer Exchange Services (SPEXS) Interface Processing
- Problem Driver Pointer System (PDPS) interface processing
- Current and relevant COBOL development with MICROFOCUS Visual COBOL using Visual Studio 2019-2022 in Windows Server 2022 under IIS.
- Application programming against RDBMS (Oracle, SQL).
- SQL for Oracle DB.
- Calling COBOL via Microsoft Windows Web Services.
- Microsoft Windows web service design and implementation
- Enterprise multi-tier system design and architecture
