The NC Department of Health and Human Services (DHHS) isseeking an experienced program manager for a large-scale IT Data Modernizationand Transformation initiative for the Division of Public Health (DPH) in DHHS
The NC Department of Health and Human Services (DHHS) isseeking an experienced IT Project Program Manager with in-depth knowledge ofpublic health to lead an IT data modernization and transformation effort for DPH. Thislead management role will work with multiple internal and externalstakeholders, project teams, divisions, departments, and vendors to strategizeand build a strategic road map and plan that supports the DPH s data modernizationobjectives. This position will interact with all levels of staff in DHHSincluding executive staff. working with senior-level business executives, ITpersonnel, business program resources and Vendor staff to execute projectrequirements and manage stakeholder expectations. This position will manage theday-to-day activities for the project and complete all input into the StateProject Management (Touchdown) system as needed.
Responsibilities include but are not limited to :
Workclosely with program and project sponsors, PPMs, to identify and prioritizeinitiatives at a division level
Establish and implement a governance model for the DPH data modernizationprogram
Collaborate with business and IT leaders along with, Project Portfolio Manager,and other staff to develop and prioritize identified efforts and developmodernization roadmap for DPH
Determinedata needs and support all the activities needed for the development of theDashboard Visualization needed by the division
Collaborate with stakeholders to develop the plan to deliver businessintelligence solutions, dashboards and data visualizations.
Workwith business and cross-functional teams to develop Business Case and CostBenefit analysis for prioritized initiatives within the program
Manageand obtain various DHHS and state approvals for initiating projects within theprogram
Developingand maintaining detailed project schedule, budget and monitoring expenditures
Participates in the development of Statements of Work (SOW) and Requestfor Proposal (RFP) in collaboration with the business and other agency teamsfor projects within the program
Managemultiple Vendor engagements
Identifykey requirements needed from cross-functional teams and Vendors
Developingand maintaining all required project management artifacts following State, DHHSand PMBOK guidelines
Managingscope, resources, timelines, costs / budget, quality, communication, andprocurements to meet the goals of the State
Workwith other program managers to identify risks and opportunities across multipleprojects within the department
Managebudget and funding channels for maximum productivity
Workingwith business stakeholders to develop necessary project management, changemanagement, risk management, rollout, and training plans
Workingwith the technical team to ensure technical readiness during implementation andsupervising implementation activities
Developingand maintaining all required State CIO project documentation
Tracks,maintains and present program / project details, progress, status, risk and otherrelevant topics to senior and executive management

Must have strategic planning skills with good understanding of roadmapdevelopment
Experience in communicating in a fashion tailored the audience and their needs
Excellent written communication and presentation skills
Demonstrates experience in working effectively with all levels of staff,clients and other IT personnel
Experience in the responsibility for acquiring and utilizing the necessaryresources and skills, within agreed parameters of cost, timeframes and qualityfor a program
Ability to identify and plan systematic corrective action to reduce errors andimprove the quality of the systems and services, by examination of the rootcauses of problems
Demonstrated ability to provide advice, assistance and leadership in improvingthe quality of IT projects, by focusing on program definition, management,repeatability and measurement
Ability to build, influence, lead and motivate effective teams towards endresults
The ideal candidate would also have knowledge or experience managing projectsfor deploying systems using the Agile methodologies
