Position Summary



The Chief Financial Officer (CFO) oversees the agency's financial operations, ensuring accuracy, efficiency, and alignment with the organization's goals. Reporting directly to the Chief Executive Officer (CEO), the CFO provides comprehensive accounting, budgetary, operational, and programmatic support across all agency programs and activities. This role includes direct supervision of the financial/accounting staff and other departments as assigned by the CEO. As a key member of the Executive Management Team, the CFO contributes to shaping and executing the agency’s strategic vision and mission.



Duties and Responsibilities



  • Financial Management: Oversee and actively manage the agency's daily accounting and financial operations.
  • Budgeting: Develop and manage budgets for the agency, individual programs, and new or expanded services. Prepare and revise budgets as necessary.
  • Financial Reporting: Prepare, analyze, and present detailed monthly financial reports for the agency, its programs, and activities. Provide financial results and insights to the CEO and Board of Directors.
  • Program Reporting: Oversee and review program financial reports required by funding sources, ensuring accuracy and compliance.
  • Billing and Accounts Oversight: Supervise the Billing, Accounts Receivable, and Accounts Payable functions. Manage the integration of billing data from the Electronic Health Record (EHR) system into the accounting system.
  • Cash Flow and Banking: Oversee the agency’s banking activities and actively manage cash flow to meet operational needs.
  • Contract Management: Lead the negotiation and execution of contracts with funding sources, vendors, and collaborative service providers.
  • Compliance and Audits: Implement and maintain accounting controls and internal audits, ensuring the accurate and timely production of financial reports.
  • Regulatory Compliance: Monitor and implement changes to ensure compliance with legal, regulatory, and administrative requirements, while optimizing operational and financial performance.
  • Risk Management: Manage the agency’s liability insurance program, including ongoing risk assessments.
  • Audit Coordination: Serve as the primary liaison with the agency’s independent auditor, ensuring a smooth and timely annual audit process.



Qualifications



  • Graduate degree from an accredited college or university; Certified Public Accountant (CPA) preferred.
  • 3–5 years of senior management experience in an organization with annual operations exceeding $5 million and a staff of over 100 employees in the health care sector, ideally within a non-profit agency.
  • Managerial experience with non-profit behavioral health and/or health care organizations providing services under contract with the District of Columbia is highly desirable.
  • Ability to commute to Washington, DC on a weekly basis.
  • Strong knowledge of:
  • General accounting and financial reporting procedures in accordance with District of Columbia regulations.
  • Medicaid and Federal reimbursement processes.
  • Current trends and regulations in the health care sector.
  • Microsoft Office Suite and accounting software packages.



Salary and Benefits



  • Salary: Starting at $120,000 annually, commensurate with experience.
  • Benefits: Comprehensive benefits package, including medical, dental, and vision insurance, long- and short-term disability coverage, life insurance, 401(k) plan, and paid leave.
