Position Overview
The NGB State Partnership Program has been successfully building relations for more than 30 years and now includes 105 partnerships with 115 nations around the globe.
The SPP evolved from a 1991 U.S. European Command decision to set up the Joint Contact Team Program in the Baltic Region with Reserve component Soldiers and Airmen. A subsequent National Guard Bureau proposal paired U.S. states with three nations emerging from the former Soviet Bloc and the SPP was born, becoming a key U.S. security cooperation tool, facilitating cooperation across all aspects of international civil-military affairs and encouraging people-to-people ties at the state level.
This cost-effective program is administered by the National Guard Bureau, guided by State Department foreign policy goals, and executed by the state adjutants general in support of combatant commander and U.S. Chief of Mission security cooperation objectives and Department of Defense policy goals.
Through SPP, the National Guard conducts military-to-military engagements in support of defense security goals but also leverages whole-of-society relationships and capabilities to facilitate broader interagency and corollary engagements spanning military, government, economic and social spheres.
Performance is located at the NGB offices located within the Pentagon, Washington, DC, and Herbert R. Temple National Guard Readiness Center, Arlington, VA as dictated by mission needs and Government space availability.
Essential Job Function
Staff Assistance Visits (SAVs):
- Travel to and participate in endorsed SAVs. The SAV is for program to ensure compliance auditing, workforce training, and gathering best practices from the 54 SPPs locations. The SAV is a new initiative and therefore has no historical documentation. SAVs will occur approximately four (4) times per year (typically one per quarter)
- Provide SAV Training four (4) times a year; as it pertains to SPP program management and SPP workforce development to help ensure program standards, processes, and procedures are understood, met, and standardized across all States
- Provide a SAV Travel Schedule based on the scheduled SAVs to the designated Government representative, at least 60 calendar days prior to the scheduled visit
- Prepare SAV Briefs and SAV Training Slides Microsoft PowerPoint. The SAV Briefs and SAV Training Slides will promote professional and workforce development for SPP Directors and other State personnel directly involved in the State Partnership Program
SPP Website Content Maintenance:
- Perform two (2) main tasks:
- Update the SPP Website and update the NG-J53 GKO site.
- Ensure the content of the SPP Website is updated and accurate
- Ensure the NG-J53 GKO site is updated with the most recent SPP information each month
- Provide the Overview of the National Guard State SPP Draft Update
- Create and maintain the Draft State Partnership Program Map Slide Update (Map Slide)
- Provide a Draft State Partnership Program 101 Updates
- Submit the Draft State Partnership Program 101 Updates to the designated Government representative, for approval each Quarter
Minimum Qualifications
- Must have Secret Clearance
- Must have 5 years of relevant experience.
