Position Summary
Emergency Support Specialists play a key role in planning for, protecting and maintaining public safety. Emergency Support Specialists work as part of a team to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters, epidemics and major industrial accidents
Essential Functions
The position requires a high school diploma and a valid New Jersey Driver's License.
The Emergency Support Specialist must have the ability to effect and maintain working relationships with Department and Division Heads, supervisors, employees, government agencies and the general public.
The position requires the ability to read, analyze, develop and interpret detailed verbal and written direction and to work harmoniously with vendors, associates, subordinates, and others having an interest in the Somerset County Office of Emergency Management. The incumbent must be able to take a leading role in the development of programs by providing needed advice and assistance to prepare clear, sound, accurate, and informative reports and supervise the establishment and maintenance of needed records and files.
Preferred Qualifications
Thorough knowledge of regulations, procedures, and responsibilities of specific programs, basic knowledge of theories, methods and practices, ability to establish and maintain effective working relationships with Officials, Department and Division Heads, employees and the public.
5 years of experience in Emergency Services (fire, emergency medical, law enforcement, Haz Mat).
2 years of experience developing and maintaining emergency response plans.
Knowledge of computers and Public Policy.
Knowledge of County policies and procedures.

Essential Functions
- Ensures that the county meets all requirements for the Federal Emergency Management Agency Emergency Management Agency Assistance Program; including meeting goals agreed to in the annual NJ Office of Emergency Management Work Plan, maintaining a currently approved County Emergency Operations Plan, and providing the New Jersey Office of Emergency Management with quarterly program status reports.
- As needed, will assist in applying for and administers funding of grant programs to ensure proper and complete allocation of funds to accomplish the goals of the program through various grant sources including the NJ State Police Office of Emergency Management, FEMA, and the New Jersey Office of Homeland Security Planning.
- The incumbent assists with the development, planning, and implementation of programs, plans and exercise scenarios and participates in exercises to test emergency plans with regard to natural, civil, and technological disasters.
- Attends and actively participates in all OEM functions including meetings, drills, and emergencies.
- Participates in quarterly meetings with Municipal Emergency Management Coordinators.
- Maintains files, records and correspondence relating to emergency management activities.
- Assists in the development of countywide mutual aid agreements as needed.
- Assists in the development of emergency plans as needed.
- This position assists with Continuity of Operations/Continuity of Government.
- The incumbent assists in the maintenance the All Hazards Mitigation Plan.
- The incumbent works and develops plans with the Somerset County Animal Response Team (SC CART).
- The position must be available 24/7 to respond to various emergency incidents as required.
- This position assists with credentialing First Responders as needed.
- This position assists with the maintenance of all equipment that functions under the Office of Emergency Management
- Performs additional responsibilities as assigned.
