Summary


The Director of Finance/CFO has oversight over all financial functions and policies ensuring regulatory and internal compliance for the school system.


Essential Duties and Responsibilities include the following:
Other duties may be assigned by the Superintendent.


  • Serves as part of the Superintendent’s Core and Executive Leadership Teams
  • Provides leadership in the process, development, accounting and reporting of the Operating Budget, Food Service Budget and Special Revenue (restricted grants) budget.
  • Provides leadership in the process, accounting and reporting of all school activity funds, construction funds and fixed assets.
  • Directs and oversees all aspects of the Finance and Accounting functions including: payroll; accounts payable; accounts receivable; restricted grants; fixed asset management.
  • Evaluates and advises on the impact of proposed regulatory changes.
  • Advises Supervisory and Executive Management on financial implications of various programs and initiatives.
  • Reviews, evaluates, analyzes and implements effective internal controls.
  • Ensures compliance with GAAP and applicable federal, state and local regulations for financial and government reporting.
  • Trains Finance and other staff to ensure accuracy of financial data and to increase knowledge of financial management.
  • Coordinates all on site financial and compliance audits by external agencies.
  • Coordinates annual financial statement preparation including compiling and analyzing various financial documents.
  • Ensures credibility of the Finance Division by providing timely and accurate analysis, review and recommendations for all financial transactions.
  • Collaborates with supervisors of all levels in developing various annual reports to the Board, County Commissioners, MSDE, other regulatory agencies and general public.
  • Functions as a technical specialist in the areas of Finance and Accounting for all staff.
  • Serves as part of the negotiation team in collaboration with the Director of Human Resources.
  • Provides oversight of the District’s Food and Nutrition Services Program.

  • Education and/or Experience
  • Bachelor’s degree (B.S.) from a four year college or university in accounting, finance or management and at least five to seven years of financial and management experience is required. An advanced degree or certification as a public accountant (CPA) is preferred.
  • Knowledge of government accounting and auditing procedures and GAAP/GASB is required.
  • Knowledge of County, State and Federal regulations applicable to local school systems
  • Knowledge of the Blueprint for Maryland’s Education law and fiscal requirements
  • Experience with PowerSchool’s eFinance or other accounting/budgeting software

Certificates, Licenses, Registrations

A valid driver’s license is required.


Language Skills

Ability to read, analyze, and interpret general business periodicals, professional and trade journals, technical procedures, reporting manuals, education law and legislation. Ability to write letters, detailed reports, and procedure manuals. Ability to effectively present information and respond to questions from Board of Directors, administrators, various auditors, regulatory agencies and the general public is required.


Mathematical Skills

Ability to calculate figures and amounts such as discounts, fringe benefits, salaries, employee salary and benefit packages. Ability to apply concepts of basic algebra.


Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Computer Skills

To perform this job successfully, an individual should have knowledge of Microsoft Office software including extensive knowledge of Excel.


Other Skills and Abilities

Relies on extensive experience and judgment to plan and accomplish duties. Ability to work collaboratively to accomplish system wide goals. Ability to supervise and motivate others to perform well and give performance feedback.
