Position Summary
The Community Resource Manager (CRM) position focuses on four major areas: identifying and handling human service concerns for needy township residents, managing a county operated senior center, managing a volunteer program to implement special township initiatives for needy residents and marketing the center and its services. The Community Resource Manager works with Montgomery Township Recreation to coordinate specific social services for needy township residents utilizing the services of volunteers, which the incumbent will recruit and manage.
The CRM plans, coordinates, implements and evaluates a wide range of activities, programs, events and community service initiatives that educate, promote wellness and motivate clients toward healthy behaviors while helping them develop a sense of purpose, all of which contribute to clients’ physical and emotional wellbeing and lessen the isolation of people aged 60 and above. The CRM supervises the center’s food service operation to ensure that staff/volunteer practices adhere to the NJ Food Sanitation Code and works with volunteers who provide administrative support and implement activities.
Essential Functions
- Manages the operation of the Senior Center by implementing the activities and meal components of the Nutrition Program for the Elderly according to Federal, State, County and Office on Aging & Disability Services (OOA&DS) policies and procedures, Chapter 24 of the NJ State Sanitary Code and local Health and Fire Department regulations
- Supervises support staff and volunteers, determining necessary shifts in responsibility or work hours so that all essential functions related to kitchen, maintenance and administrative duties are covered
- Evaluates staff work and prepares related performance evaluations as required by county
- Recruits, trains, supervises, schedules kitchen/maintenance/activity/reception desk volunteers. Ensures volunteer records are completed
- Enroll, update, maintain, review and submit participants, activities and meal reporting utilizing OOA&DS mandated software
- Identifies organizations, individuals, and service providers whose service and/or knowledge can benefit senior center participants.
- Designs an active monthly calendar of events emphasizing wellness, according to the number, frequency and variety noted on the current Calendar Planning form. Activities are designed to meet the varied physical and social needs of participants and must appeal to their varied interests/abilities; directly implements selected activities and motivates participants to become involved in activities
- Work collaboratively with the Health Promotion Specialist to schedule various programs such as: health screenings, paid-wellness programs, exercise programs, emergency preparedness, falls prevention, mental wellness, volunteer recognition, evidence-based programs, etc. at the senior centers
- Actively leads/participates in selected activities with clients as per an activity calendar designed according to standards that emphasize wellness
- Promotes the center by planning/implementing community – based presentations, developing/distributing promotional literature/fliers to key locations frequented by seniors and by providing ongoing communications to community leaders and the public about upcoming programs; works with Public Information to request press coverage of events to ensure the public is informed
- Follows policies/procedures to account for all congregate and Home Delivered meals ordered (can be up to 200 meals/daily) and served and completes related reports that identify correct funding source and result in State/Federal funding reimbursement
- Completes the new client orientation process at senior centers to obtain necessary federally-mandated demographic information, educate clients on safety practices and related policies
- Ensures client confidentiality and stores records in a secure location
- Identifies unmet needs of senior population; provides information to clients/caregivers as requested; refers more in – depth inquiries to appropriate Office on Aging & Disability Services staff as needed and as per policy; documents information provided to clients/caregivers/service providers
- Responds to senior center client accidents/health emergencies/illness/behavior issues, etc. (potential or otherwise) that have occurred on center property according to policy; documents incidents in client record and on Nutrition Program Incident Report, submitting by due dates
- Implements quality assurance surveys on activities, meals, center services or other issues as directed; monitors standard activities to ensure quality of experience and annually re – evaluates to determine which programs should be continued/modified/eliminated, etc.
- Contributes to a harmonious work environment by interacting with the public, all employees, volunteers, and work-related contacts courteously, professionally, sensitively and tactfully (verbally and in writing) being sure to handle all difficult situations in a private setting (refers to division work rules and professional code of conduct)
- Represents the County of Somerset professionally, respectfully and harmoniously in all job functions within county buildings and out in the community.
- Communicates (verbally and in writing) with volunteers, senior center staff, County Transportation staff, Eldercare staff, senior center participants and all work-related contacts courteously and professionally.
- Provides coverage of essential functions of support staff during absences
- Participates in Office on Aging & Disability Services special functions (i.e., Performing Arts Festival, 4 - H Fair), etc.
- Understands work schedule may be modified to match program needs, Work hours and coverage may vary to ensure essential work functions are covered, including emergencies that may occur on evenings or weekends
- Perform other duties as assigned by management.
Essential Functions – Montgomery Township
- PerServe as the primary point of contact for Montgomery Township residents seeking referrals to social services, including housing assistance, food security programs, mental health resources, and financial aid.
- Maintain and update a comprehensive listing of community resources for low-income and senior residents, ensuring timely referrals and public awareness of available programs.
- Provide one-on-one assistance to residents navigating social service systems, including application support, follow-ups, and coordination with county agencies.
- Identify unmet needs among vulnerable populations and develop initiatives to improve access to essential services, addressing social determinants of health.
- Collaborate with the Montgomery Township Health Department to monitor community trends, advocate for funding opportunities, and address public health-related concerns.
- Recruit, train, and oversee volunteers supporting community programs, including the food pantry, holiday basket distribution, and assistance for homebound residents.
- Organize and coordinate food security initiatives, including the township’s food pantry and holiday basket programs, working with volunteers and local organizations to collect and distribute resources.
- Build and maintain relationships with nonprofit organizations, government agencies, and community groups to strengthen the local support network.
- Participate in community events, public health initiatives, and outreach efforts to promote available resources and services.
- Maintain accurate records and prepare reports related to human services requests, referrals, and program outcomes.
- Preform other duties as assigned by management.
Essential Qualifications
- Associate Degree in Social Services, Recreation, Health or Geriatric related field.
- 2 years supervisory experience
- Experience planning & executing events & activities
- Intermediate math/clerical skills
- Computer skills: basic excel, word, and outlook (email)
- Excellent communication and interpersonal skills, and organizational skills; ability to work effectively as part of a team; detail oriented and ability to produce accurate work; ability to multitask in a direct service environment
- Ability to read, write, understand and communicate clearly in English; ability to communicate effectively with diverse clientele; public speaking experience
- Ability to pass state or local food handlers’ training tests (ServSafe Certification)
- Ability to read, comprehend and demonstrate Nutrition Program Policy & Procedures
- Valid NJ driver’s license and ability to travel independently to various work locations as assigned
Preferred Qualifications
- Certified Activities Professional from National Certification Council for Activity Professionals (NCCAP)
- Bilingual (Spanish, Mandarin, Hindi)
- Knowledge of and experience networking with Somerset County community-based service personnel
- Food Service experience/Serv Safe Certified/ability to pass state and local food safety/sanitation tests
- Experience working as a team and with older adults
- Customer Service experience
- Experience in promoting events
