CLASS TITLE: Emergency Medical Services Emergency Medical Technician (EMT)
DEFINITION:
This position is located within the Department of Emergency Services (DES) and the incumbent will report to and receives guidance from the assigned Paramedic as well as the EMS Captain. The primary responsibility for this role is to perform necessary medical care on sick, injured, and convalescent persons at the site of an emergency, en route to the hospital or other destination as prescribed by medical protocol.
In accordance with the Somerset County Personnel Rules and Regulations, the Emergency Medical Services EMT is classified as “Operations”. This classification requires the employee to report to work during emergencies, including severe weather events. This position may also be subject to “call back”, requiring the employee to return to work to complete essential duties.
EXAMPLES OF WORK: (Examples are illustrative only)
- Stabilize the condition of patients at the EMT-B level of EMS care.
- Assists in the extrication of victims from wreckage and entrapment situations.
- Perform emergency medical examinations and assessments.
- Perform basic life support treatment such as bandaging wounds, controlling bleeding, spinal immobilization, insertion of oral and nasal airways, suctioningand other necessary skills.
- Completes and files all pertinent state, county, local and hospital reports, as well as other related documents.
- Recommends procedural changes based on field experience and qualifications.
- Tests and evaluates new equipment, then makes recommendations based on equipment performance.
- Participates in specialized and continuing education classes.
- Establishes rehabilitation and assist with other assigned tasks during incidents.
- Assists fire companies as necessary.
· Assists with the maintenance of medical equipment as well as office and living quarters while on duty.
· Performs patient care as the provider if the patient being transported is a Priority 3 patient.
· Performs duties without detailed instructions but within established limits, periodically reporting on progress towards previously agreed upon goals.
· Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
· Comprehensive knowledge of EMS principles, practices, methods, techniques, and equipment.
· Proficiency in the use of emergency medical equipment.
· Ability to operate and maneuver emergency vehicles assigned to the Department of Emergency Services.
· Proficient in the use computer software programs and applications.
· Ability to make decisions in stressful situations; analyze facts, evaluate situations, draw conclusions, plan work, take action, and establish
· Ability to establish and maintain effective working relationships with superiors, peers, subordinates the public; fire departments, MIEMSS, and hospitals in the surrounding area
· Prepares reports and communicates effectively both orally and in writing.
· Course study in EMS and fire suppression, including topics such as: Incident Command, Hazardous Materials, Infectious Disease Control, Mass Casualty Incidents.
· Communicates information and states problems or challenges to be resolved in a clear, concise, courteous, nondiscriminatory and professional manner, and provides clarification, as necessary.
· Maintains professional demeanor by showing respect for the opinions of others and behaves in such a way as to ensure an atmosphere free of needless interruptions, difficulty, and/or discrimination.
· The ability to perform heavy lifting, operation of emergency response vehicles, carrying stretchers, medical equipment, and moving patients. Frequent standing, walking, bending, crouching, stooping, reaching, cleaning, stocking, and lifting; operational of medical and keyboard devices.
MINIMUM EXPERIENCE, TRAINING AND EDUCATION:
- High School or equivalent GED
- One (1) year of experience in emergency services
- Maryland Emergency Medical Technician License
- Cardio-Pulmonary Resuscitation (CPR)
- MFRI Hazardous Materials Awareness or Operations
- FEMA ICS 100, 200, 700 & 800 (within 6 months of hire)
- In-depth familiarity Maryland Protocols.
- Self-motivated with the ability to work independently with limited supervision.
- Ability to operate emergency vehicles in accordance with County driving procedures and DES/EMS Operations Manual SOPs.
- Strong moral character and professional integrity.
- Ability to apply the principles of logical thinking to a wide range of practical problems.
- Ability to apply logical thinking to practical problems and use sound judgement to analyze situations, often under emotional stress.
- Ability interact with people and situations in a sensitive manner that reflects respect for others.
- Comprehensive knowledge of EMS principles, practices, and techniques.
- Extensive knowledge of Maryland Medical Protocols.
- Proficiency in operating operate a personal computer and other office equipment.
- Valid Driver’s License.
