Summary
The position exists within the Office of Youth Services to provide oversight of the Family Crisis Intervention Unit (FCIU). This is accomplished through ensuring compliance with Assembly Bill No. 644 (P.L. 1982, c.80) as to the provision of crisis intervention services for youth and their families who are at risk of involvement with the juvenile justice system and/or at risk of being removed from their home.
Responsibilities
- Oversees the entire operation of the FCIU
- Ensures program compliance as legislatively mandated and operationally directed by the Administrative Office of the Courts to provide immediate intervention, assessment and treatment to resolve severe juvenile/family conflicts with the use of court intervention and/or out-of-home placement
- Oversees personnel functions of the unit including all aspects of staff recruitment
- Assures scheduling of daily operations of the unit including scheduling of the 24/7 365 days a year on-call responsibility
- Responds to all client grievances
- Responds to all staff grievances
- Ensures compliance with all legislative mandates including those contained in the Juvenile/Family Crisis Operations Manual
- Ensures adherence of ethical and legal standards of clinical practice as dictated by all major governing bodies of clinical work including the National Board of Social Workers, the American Association of Marriage and Family Therapists and the National Board of Licensed Professional Counselors.
- Participates in community-wide youth planning efforts and various committees and subcommittees to ensure adequate provision of services, community visibility and accountability of the FCIU
- Develops and maintains all policy and procedure within the FCIU
- Initiates, acts and supervises any need for personnel disciplinary action
- Directly supervises and manages the Clinical Supervisor regarding all aspects of clinical work on the unit
- Directly supervises the full-time and part-time Administrative Assistants regarding all administrative and clerical aspects of the unit
- Provides Performance Evaluations for the Clinical Supervisor and full-time and part-time Administrative Assistants as well as works with the Clinical Supervisor to prepare the Performance Evaluations of the clinical staff
- Prepares statistics and reporting each month to the NJ Administrative Office of the Courts (AOC)
- Evaluates statistics, including those attained through the Adolescent Information Form (AIF) to note and properly address noteworthy trends in service delivery
- Evaluates for performance quality improvement by addressing all critical incidents and trends supported through statistical data gathered via monthly reports received from the Administrative Assistant, Clinical Supervisor and all the Crisis Intervention Specialists
- Reviews and evaluates the unit’s efforts to provide evidence-based services by reviewing quarterly reports on Client Satisfaction Surveys and information gathered from the client Comments and Suggestions Box, GARF Scores, prevention of court involvement and other means to evaluate effectiveness of services
- Develops and promotes various methods for addressing gaps and barriers to provision of service to ensure compliance with the state mandate and the delivery of effective and efficient services
- Responsible for all decisions regarding use of court intervention through use of the Family Crisis Petition and the need for child placement using Juvenile/Family Crisis Out-of-Home Placement Petitions
- Plans for and conducts a weekly staff meeting to attend to administrative aspects of the unit and permit group supervision
- Evaluates and plans for addressing the needs of the county’s at-risk youth and families, in particular, researches and addresses the needs of the juvenile/family crisis population including, but not limited to addressing youth runaway behavior, truancy, human trafficking and severe family conflict
- Attends and actively participates in statewide planning for juvenile/family crisis population by attending statewide meetings and planning subcommittees such as the statewide FCIU Director Meeting
- Reviews every Critical Incident in the unit and ensures compliance with existing policy and procedure for each incident as well as provides and implements solutions to ensure the unit is providing efficient and quality services and to minimize or eradicate potential for risk in the unit
- Accepts appointment and actively participates in the Youth Services Commission, including providing a report at each meeting on the unit’s activity and status
- Responsible for ongoing attainment and maintenance of the unit’s accreditation status by its international accrediting body, the Council on Accreditation (COA) by preparing for renewals and addressing any concerns and remedial action requested of the unit
- Responsible for developing and maintaining the Affiliation Agreements with Visions and Pathways, Middle Earth and the Superior Court of NJ to ensure the proper handling of cases
- Responsible for assigning and ensuring the completion of all Risk Assessments requested by the Superior Court in cases of domestic violence
- Conducts Risk Assessment interviews, collaborates with necessary providers, prepares and writes the assessment and ensures the assessment is completed in a timely fashion for return to court.
- Participates in the Somerset County Domestic Violence Workgroup
- Participates in outreach and conducts training to ensure ongoing visibility and community education regarding the function of the FCIU throughout the county, including participation in the Education Partnership
- Assumes responsibility for all clinical aspects of the unit in the absence of the Clinical Supervisor
- Shares 24/7, 365 day a year on-call coverage with the Clinical Supervisor
- Along with the Clinical Supervisor, actively recruits and trains interpreters as needed
- Reports to the Director of Youth Services and proposes solutions and/or seeks approval for personnel and administrative issues encountered on the unit or issues that may require county assistance or require approval from the Department of Human Services of the Administrative Offices of the County
- Reviews and authorizes all requests for forms/supplies and Work Orders on the unit
- Reviews and authorizes all requests for time off from the staff of the FCIU
- Assesses all aspects of the program administration to ensure the most efficient provisions of service are being utilized
- Carries personal liability insurance policy at a minimum of $1,000,000/$3,000,000
Qualifications
- Graduation from an accredited graduate program with a minimum of a master’s degree in one of the following fields of study: Social Work, Marriage and Family Therapy, Clinical Psychology, Counseling or other related field
- Possession of a clinical license issued by the State of New Jersey, Department of the Attorney General, Division of Consumer Affairs (LCSW, LMFT or LPC)
- A minimum of seven years of postgraduate experience working with at-risk youth and their families providing family therapy
- A Experience in Supervising experience in a clinical setting
- A minimum of 30 continuing education units of training in clinical supervision
- Recognition of being an Approved Supervisor for the NJ Board of Social Work and the NJ Board of Marriage and Family Therapy
- Specialized training in family therapy theory and intervention as part of master’s or postmaster’s education.
- Specialized training in crisis intervention
- Knowledge and experience working with the children’s system of care, juvenile justice system, education and social service systems in the state of NJ
- Well-versed in legal and ethical standards and the ethics of the National Association of Social Workers, American Association of Marriage and Family Therapists and the American Psychological Association
- Demonstrates ability to work with diverse populations and be highly sensitive to ethnic and cultural differences
- Demonstrates good communication skills including the ability to appropriately express oneself both verbally and in writing
- Knowledge and experience working in Microsoft Office
- Must be able to read, write and speak the English language
- Possession of a valid NJ driver’s license
Preferred Requirements
- Previous experience with the administration of a multi-faceted program that administers crisis intervention and/or family therapy to at-risk youth and families
- Knowledge of Somerset County-specific services for youth and families, including court operations, particularly in relation to juvenile matters and psychological and social services
- Experience with treatment and billing software packages
