CLASS TITLE: Director, Finance
DEFINITION:
This is a top-level management position of supervision and "hands on" assistance in the financial, personnel, and departmental operations of the County. Under the direction of the County Administrator and Board of County Commissioners, employee in this position will assist in planning, organizing, direction, and controlling the finance and accounting operational activities and functions of the County. Performance is evaluated periodically in conference.
EXAMPLES OF WORK: (Examples are illustrative only)
- Develops, implements and monitors policies and procedures appropriate to the day-to-day operations of the County and documents these through the preparation of memorandums and checklists.
- Develops the annual operating and capital budgets and monitors departmental adherence to these budgets, in conjunction with the County Auditor.
- Devekops annual county budget worksheets and Power point graphs and presents to the public and commissioners.
- Assists in the implementation of new accounting software systems and major modifications to existing systems.
- Assists in establishing objectives and procedures governing the performance of assigned activities.
- Assists in selecting and maintain of qualified personnel in all Finance and accounting departmental positions.
- Oversees the finance and accounting weekly check processing function and credit card expense processing functions.
- Directs the preparation of various financial reports, including balance sheets, revenue and expenditure reports, and reports for government regulatory agencies. Keeps employees informed as to county's plans and progress, as related to finance and budget related matters.
- Consults with all segments of management responsible for policy or actions; makes recommendations for imporving effectiveness of polices and procedures.
- Ensures that duties, responsibilities, authority, and accountability of all direct subordinates are defined and understood.
- Works with financial institutions and bond consultants to finance capital expenditures; analyzes and makes recommendations on debt management and prepares related income tax filings on new debt.
- Testifies before the Maryland State Legislature n bills and issues of local relevance.
- Supervises and assists with the external and internal audits of the County and prepares multiple worksheets and account. reconciliations.
- Supervises and assists with the completion of informational surveys and reports.
- Assist and becomes knowledgeable in the functions of the Citizens review board in reference to job classifications and grievance hearings.
- Prepares press releases and meets with the press, as needed to explain financial related matters.
- Evaluates impacts of pending state and federal legislation; informs Board members of the status of legislative proposals; develops and advocates legislative and initiatives when directed and prepares estimated fiscal effect reports to State on behalf of the County.
- Supervises on-line services with Bank of American works credit card software program, authorizes new cardholders and monitors changes to existing cardholder accounts.
- County contact person with Verizon and Verizon Wireless for new telephone services, to request needed repair services or changes to existing service plans.
- Supervises tax collection office in the billing and collecting of real and personal property taxes and billing and collecting of other revenue sources.
- Oversees and directs changes to depository relations with financial institutions and the County investment of excess cash.
- Directly supervises and evaluates the performance of the Supervisor of tax collection and the finance and accounting officer.
- Assumes other activities and responsibilities from time to time as directed by the County Administrator or the Board of County Commissioners.
REQUIRED KNOWLEDGE, SKILL, AND ABILITIES:
- Thorough knowledge of public accounting and auditing methods.
- A demonstrated ability, through references, to work efficiently and cooperatively with people.
- References shall include and demonstrate past work experience with employees in a supervisory capacity, customer realtion experience, and/or the ability to work with the publi, and experiencs and associates with the press.
- Sound administrative skills and well-developed management skills.
- Proven ability to recruit, train, and moticate personnel in order to balance staffing strength.
- Skills in the use of Microsoft Excel, Word, Power Point and County's accounting fixed assests software.
- Ability to communicate effectively in oral and written form with the public, with employees, and other administration.
- Ability to prepare clear, accurate and concise reports.
- Ability to audit ledgers, books of accounts, invocies, and other insturments used in local government.
- Ability to pay close attention to details.
- Ability to plan, organize and direct daily operations to produce fast and efficient results.
MINIMUM EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor's degree in accounting or business administration with eight years computerized accounting experience to include five years in supervisory or managerial capacity.
REQUIRED LICENSES AND CERTIFICATES:
- Class C Driver's License.
ADDITIONAL DESIRABLE QUALIFICATIONS:
- Certified Public Accountant
- Master's degree in business, accounting, or finance.
- Experience with Edmunds Software
