Position Summary
The Principal Engineer II, Land Development administers the policies and procedures of the application process for the engineering and surveying related aspects of land development projects. This position exists to ensure that improvements associated with land development projects are engineered in compliance with County criteria. This position must maintain a smooth and effective procedure for processing land development applications.
Essential Functions
- Authorizes construction to commence for all improvements under County jurisdiction that are required to be constructed as part of the land development approval process.
- Develops current guidelines to be followed by the review staff to insure complete and accurate review procedures.
- Represents the interests of the County and promotes the safety of the general public.
- Supervises, instructs, and motivates review personnel to maintain a consistent, efficient operation of the land development application and review process.
- Negotiates with developers and prepares development agreements regarding County roadway and drainage improvements resulting from development applications to execute development agreements that protect the County's interests while maintaining the feasibility for the project to move forward.
- Perform other duties as assigned by the Director of Public Works.
Essential Qualifications
Graduation from an accredited college with a major in Civil Engineering and a minimum of four years' experience in Civil Engineering and 2 years' experience in County or Municipal Government in Land Use Planning or any equivalent of training and experience.
Knowledge of fundamentals and principals of engineering design and land surveying. A clear understanding of the intent of the County enabling legislation and municipal land use law.
Preferred Qualifications
Knowledge of County administrative policies and County budgeting procedures. Professional registration in the State of New Jersey as a
Professional Engineer and / or Professional Land Surveyor.
