CLASS TITLE: Superintendent, Solid Waste and Off-Road Drainage
DEFINITION:
This is a management level position responsible for the Solid Waste and Off-Road Drainage Departments for Somerset County. The Superintendent will work under the direct supervision of the Director of Public Works and the Somerset County Commissioners.
The following responsibilities will apply for each department:
SOLID WASTE DEPARTMENT
This position will be responsible for the day-to-day operation of the County Landfill, the County Waste Transfer Stations and the Smith Island incinerator. The employee will supervise all Solid Waste Department personnel, all contractors hired by the County to perform work for the Solid Waste Department and prepare and maintain a yearly budget. The employee will be responsible for the funds generated through the Solid Waste Department and apply for and maintain all the State and Federal permits required by the department. The Superintendent will also work with the Director of Public Works and County Commissioners to plan for future needs within the Solid Waste Department, and maintain all necessary records required by the County and the Maryland Department of the Environment.
EXAMPLES OF WORK: (Examples are illustrative only)
· Serves as operational officer and inspector for the County Solid Waste Department.
· Plans for future solid waste programs.
· Communicates with state officials on regulations governing the operations of the solid waste facility, and seeks grants and assistance for implementation of recycling and solid waste programs.
· Plans and obtains permits for future landfills.
· Plans and implements a recycling program.
· Prepares a departmental budget and maintains records, both operational and personnel. The appointee will interview prospective employees and evaluate the performance of the existing staff.
· Performs other duties as assigned.
OFF-ROAD DRAINAGE DEPARTMENT
As part of an effort to maintain lead ditch drainage throughout the County, the Superintendent will select certain drainage maintenance projects for approval by the Commissioners. The Superintendent will obtain all the State and Federal permits necessary to begin the ditch maintenance work, obtain all property owner easements within the ditch boundaries, write the job specifications, and advertise for bids. Once approved by the Commissioners, the Superintendent will supervise the contractor during the ditch reconstruction phase.
Class Title: Superintendent Solid Waste and Off-Road Drainage
EXAMPLES OF WORK: (Examples are illustrative only)
· Meets with and evaluates homeowner lead ditch complaints and determines a course of actions.
· Seeks the necessary permits, property owner easements, write specifications for and complete the ditch maintenance work through the use of a private contractor or State agency such as the Mosquito Control Division with the approval of the County Commissioners.
· May also be required to establish a Public Watershed Association.
· Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITIES:
· Ability to work with employees and the general public.
· Working knowledge of the element of supervision and good management techniques.
· Budgeting experience.
· Ability to analyze plans and programs and to recommend cost effective courses of action.
· Ability to communicate in oral and written form.
· Ability to prepare request for bids and to purchase the best available products at the most reasonable cost.
MINIMUM EDUCATION, TRAINING, AND EXPERIENCE:
A Bachelor’s Degree in Mechanical Engineering, Business Administration, Environmental Engineering, or any related field. A minimum of three years of experience in either field, or
A combination of training and/or experience to provide for the same skills and abilities and knowledge specified below:
· Heavy equipment operations.
· Management of personnel, equipment, and programs.
· Cost effective analysis of personnel performance and program effectiveness.
· Solid Waste Management.
· Drainage programs or on-site experience with drainage projects.
· Research and program development.
· Infrastructure planning with long-range objectives.
REQUIRED LICENSES AND CERTIFICATES:
· Maryland Class “C” Driver’s License.
ADDITIONAL DESIRABLE QUALIFICATIONS:
· Certified Manager of Landfill Operations Course offered by the Solid Waste Association of North America.

Pay: $75,200.00 - $119,145.00 per year
