Principal Purchasing Agent, Grade 11, exempt, $81,341.82 - $113,878.54 per fiscal year.
Job Description Summary:
This position supports the scaling and execution of Sourcewell’s Installation Support Programunder an Intergovernmental Support Agreement (IGSA) in partnership with the Army,
Navy/USMC, and potentially other branches in the future. This position is integral in ensuring
the success of construction projects by fostering collaboration and delivering high-quality
support throughout all phases of project execution.
Key responsibilities include collaborating with installation partners to evaluate project
requirements and statements of work, requesting and analyzing proposals from Sourcewell-
awarded suppliers and contractors, and issuing purchase/task orders for construction projects,
equipment, and services. The role also involves administering issued construction task orders
by managing contractor relationships, verifying scope of work accuracy, coordinating schedules,
processing invoices, and resolving inquiries. Additionally, it supports project management by
monitoring construction project timelines, budgets, and milestones while ensuring compliance
with procurement policies. Strong relationships with installations, suppliers, contractors, and
internal teams are vital for effective communication and collaboration.
This role requires the ability to work with multiple suppliers, installations, and stakeholders, often
with competing deadlines and priorities, while ensuring that the expectations of each client are
met efficiently and effectively. Construction experience with the federal government preferred,
but not required.
Job Description:
Essential Duties and Responsibilities
1. Effectively manage supplier/client interactions to ensure that profit and margin goals for this solution are met.
- With some assistance, develop and execute on plans to drive growth in this solution and to ensure that profit and margin goals are met.
- Effectively establish and maintain strong working relationships with Supplier Development Executives for assigned categories by communicating effectively and providing feedback on supplier performance and other key information related to this solution.
- Build a high-quality, trusted relationship with suppliers by being responsive to inquiries and providing accurate and complete information.
- Effectively identify and resolve supplier and client issues to ensure that relationships are strengthened and that these transactions do not harm the Cooperative Purchasing program.
- Maintain an understanding of trends and potential issues within the industries of assigned suppliers to help clients understand and manage availability and timing risks.
2. Manage relationships with installations and execute and monitor purchase order requests.
- Effectively develop and manage relationships with installations to ensure satisfaction with Sourcewell and their purchase experience.
- Effectively develop and manage requests of moderate scope and complexity to ensure timely procurement of goods and services while adhering to budget constraints and to the organization's policies and procedures.
- Effectively engage clients to understand required specifications and act as a liaison to the supplier to obtain quotes, product information, and applicable terms for client consideration.
- Execute new or modify existing requests based on updated specifications, or due to expiration of current quote.
- Facilitate the processing of change order request, ensuring applicable documentation and approvals are captured according to policies and procedures.
- Obtain and communicate delivery schedules and keep client informed of any changes in anticipated delivery dates.
- Complete additional ancillary required documentation to support supplier execution of goods and services (i.e. Notice to Proceed orders).
- With minimal guidance, coordinate and facilitate kickoff meetings, base access requirements and other related service requirements.
3. Support the invoicing, payment, and order documentation processes
- Monitor the deadlines for acceptance of goods and independently manage any exceptions or deadline extensions requested, while working with client to resolve.
- Effectively lead work with Finance to ensure that upon acceptance by the client, invoices are issued, payments are received and any issues encountered by the clients are resolved quickly.
- Manage progress payments requests for construction projects to ensure that payment requests are accurate and fully approved.
- Effectively develop and manage processes to ensure that all documentation is completed and recorded properly.
- Ensure that all transaction comply with Sourcewell and client policies and that they are fully compliant with all laws and regulations.
4. Participate in continuous improvement efforts for this solution.
- Participate in the process of continuous improvement for this solution by accurately tracking all costs of managing this solution across the enterprise and recommending mark up rates to ensure that margin targets are achieved.
- Develop and manage tools and metrics to measure client and supplier satisfaction and make recommendations to ensure that both are satisfied.
5. Represents the Installation Support team at assigned internal meetings

Required Qualifications
- Bachelor’s degree in related field AND a minimum of four (4) years of experience in sales, supply chain management, procurement, account management, or other directly related experience OR A combination of related post-secondary and/or professional education and demonstrated relevant work experience equivalent to a total of eight (8) years.
- Two (2) years of public speaking or sales presentation experience
- Business process and operational knowledge of sales, customer service, supply chain, and procurement
- Two (2) years of sales experience
In addition to the above, the Senior Purchasing Agent required qualifications include:
- Bachelor’s degree in related field AND a minimum of four (4) years of experience in sales, supply chain management, procurement, account management, or other directly related experience
OR
A combination of related post-secondary and/or professional education and demonstrated relevant work experience equivalent to a total of eight (8) years. - Two (2) years of public speaking or sales presentation experience
- Two (2) years experience in public procurement and/or government contracting
In addition to the above, the Principal Purchasing Agent required qualifications include:
- Bachelor’s degree in related field AND a minimum of five (5) years of experience in sales, supply chain management, procurement, account management, or other directly related experience
OR
A combination of related post-secondary and/or professional education and demonstrated relevant work experience equivalent to a total of nine (9) years. - Four (4) years of public speaking or sales presentation experience
- Four (4) years experience in public procurement and/or government contracting
Preferred Qualifications
- Five (5) years of experience in sales, supply chain management, procurement, account management, or other directly related experience
- Four (4) years’ experience in public speaking or sales presentation
- Four (4) years’ experience in business process and operational knowledge of sales, customer service, supply chain, and procurement
- Four (4) years of sales experience
In addition to the above, the Senior Purchasing Agent preferred qualifications include:
- Five (5) years of experience in sales, supply chain management, procurement, account management, or other directly related experience
- Four (4) years experience in public speaking or sales presentation
- Four (4) years experience in business process and operational knowledge of sales, customer service, supply chain, and procurement
- Four (4) years experience in public procurement and/or government contracting
- Any of the following related certifications CPCM (Certified Professional Contracts Manager), CPSM (Certified Professional in Supply Management), CPPB (Certified Professional Public Buyer), CPP (Certified Purchasing Professional)
In addition to the above, the Principal Purchasing Agent preferred qualifications include:
- Six (6) years of experience in sales, supply chain management, procurement, account management, or other directly related experience
- Six (6) years experience in public speaking or sales presentation
- Six (6) years experience in business process and operational knowledge of sales, customer service, supply chain, and procurement
- Six (6) years experience in public procurement and/or government contracting
