SBWIB, Inc. is seeking an accomplished Job Development Programs Supervisor (Career Services Specialist) to join our team and lead the job development efforts of our AJCCs/One Stop Business & Career Centers. The Career Services Specialist will be responsible for carrying out and accomplishing the goals and objectives of the Transitional Subsidized Employment (TSE) programs and the WIOA programs, as well as overseeing a team of Job Developers, Job Coaches, and Blueprint trainers. As the Career Services Specialist, you will provide strategic guidance and oversight to increase job opportunities and ensure successful job placement for program participants from diverse backgrounds, including adults, youth, and ex-offenders. You will lead efforts to cultivate relationships with employers, business owners, and community leaders to create meaningful employment opportunities, while motivating and coaching your team to meet and exceed program goals. The ideal candidate will have a strong background in workforce development, proven experience administering TSE or WIOA programs, excellent leadership and communication skills, and the ability to manage and inspire a high-performing team in a fast-paced, goal-oriented environment.

Essential Duties and Responsibilities:

Under the direction of the Career Services Directors, the Career Services Specialist will be responsible for, but not limited to, the following duties:

  • Understand and interpret the overall programs, provisions, and timelines outlined in the Prime Agreement with the County and execute management directives/decisions pertaining to assigned TSE programs.
  • Oversee the job development efforts for both TSE and WIOA programs, ensuring that program goals and objectives are met effectively, and develop strategies to streamline processes and enhance overall program performance
  • Collaborate with management to ensure alignment with organizational goals and continuous improvement of job development strategies.
  • Cultivate and maintain relationships with employers, HR personnel, business owners, and community leaders to create job opportunities for diverse program participants.
  • Support the job development team in promoting participants by engaging with employers, organizing job fairs, conducting outreach (cold calls, follow-ups), and matching participants to appropriate job opportunities based on their qualifications.
  • Help coordinate work-based learning activities (e.g., company tours, internships, job shadowing) to enrich participants' career development.
  • Lead the Job Development teams, monitoring and evaluating team performance to ensure program goals are achieved and job placement efforts are consistently optimized
  • Foster the growth and development of assigned job development teams by identifying training needs, providing coaching and mentoring, and promoting continuous professional development
  • Promote a positive and efficient team environment by encouraging creativity, recognizing achievements, offering continuous feedback, assisting with conflict resolutions, and providing support as needed
  • Oversee team activities, delegate tasks, set clear deadlines and team goals, and motivate team members to ensure timely completion of tasks and program objectives
  • Screen participants, provide employment preparation, coordinate interviews, and assist with general employment coordination duties to facilitate the hiring process and ensure successful placements.
  • Address a high volume of industry-related questions, screening, recruiting, and problem-solving for participants
  • Prepare and maintain accurate reports, analyze team and program data, and submit performance reports to management as required.
  • conduct off-site assessments, pre-employment workshops, eligibility screenings, and service delivery as needed.
  • Perform other duties as required.
Requirements:
  • **Bachelor’s degree in Social Sciences, Business, Public Administration, or a related field (or an equivalent combination of education and experience).
  • **At least four (4) years of experience in the execution of job training, workforce development programs, and/or social service programs
  • Proven experience with or in-depth knowledge of WIOA and/or TSE program
  • Demonstrated ability to lead and manage teams, monitor performance, set goals, and motivate team members to meet expectations
  • Prior experience in sales and/or business development, with the ability to establish employer/community connections and build employment networks
  • Experience in coordinating job development activities, promoting job placements, and managing performance to ensure program success
  • Knowledge of practices and required qualifications across different industry sectors to effectively match candidates with suitable job opportunities
  • Ability to quickly learn and demonstrate a thorough understanding of program goals, objectives, and compliance policies
  • Excellent communication, interpersonal, and leadership skills, with the ability to collaborate effectively and positively with individuals from diverse backgrounds, perspectives, and needs
  • Exceptional critical thinking, decision-making, and problem-solving skills, with the ability to analyze complex plans or situations, identify inefficiencies, and implement and communicate effective solutions
  • Proven ability to work well under pressure and solve problems effectively in fast-paced environments
  • Strong time management and organizational skills, with the ability to prioritize and execute tasks effectively
  • Must be a self-starter, able to work independently, take initiative, and stay focused on achieving goals with minimal supervision
  • Experienced in accessing and managing data within databases to track and update information efficiently
  • Proficient in using computers, general office equipment, and a variety of software programs, including Microsoft Office Suite (Excel, Word, Outlook, OneDrive), video conference software (Teams, Zooms), and other relevant tools
  • Reliable transportation with valid California Driver’s License and insurance are required
  • Must also be able to successfully pass background and reference clearances and follow all safety protocols enforced by the Company and as listed under the below working conditions

**Alternatively, a satisfactory combination of experience, education, and training demonstrating the necessary knowledge, skills, and abilities to perform the duties described (experience may substitute for education on a year-for-year basis).

Working Conditions

  • Employee may be required to spend the majority of the day walking, standing, sitting at a desk, with some lifting and bending.
  • Must also be able to travel to other locations for trainings, conferences and/or meetings within or outside our local area and occasionally statewide in which such travel may last one (1) or more days - if/as necessary.

Salary & Benefits

This is a full-time, non-exempt position with a standard workweek of 40 hours, generally with a starting pay rate of $31.93 - $36.43 per hour, commensurate with experience. SBWIB, Inc. offers a comprehensive employee benefits package, which includes:
