Supports the provision of HR services to the City’s departments, employees, volunteers, and elected/appointed officials. Participates in ensuring that human resources operations are carried out effectively and systems are implemented to provide the best process and experience for applicants, employees, managers, and the community. Supports the Human Resources Manager in developing human resource policies, practices and strategies and implementing the organization’s mission, talent acquisition, benefits administration, training, workers compensation, and compliance measures.
- In collaboration with the Manager, creates a city-wide culture of mutual respect, teamwork, and pride, with a focus on customer service, efficiency, and excellence.
- Key contact for employee inquiries and concerns related to employment and the workplace, providing guidance and support to staff and managers.
- Facilitate all talent acquisition, recruitment, hiring, on-boarding, and talent retention with a focus on ensuring that our workforce best represents our diverse community.
- Processes all benefits administration including managing employee enrollments to various insurance and retirement plans, maintaining eligibility list for the Marathon Health Center.
- Assists the HR Manager with managing and processing the annual Open Enrollment period.
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; productivity, recognition, and morale; occupational health and safety; and training and development.
- Supports the HR Manager in ensuring HRIS/payroll system is accurate and in compliance with all HR rules, regulations, union contracts, employment law.
- Processes workers’ compensation First Reports of Injury and maintains knowledge on current absences and restrictions for employees.
- In partnership with the Finance Department, implement efficient payroll systems and ensure payroll is processed accurately. This includes serving as the backup in payroll processing in the absence of the Finance and Payroll Specialist.
- Supports staff training, development, and evaluation needs.
- Ensure excellent and consistent communication and working relationships with all staff, managers, and both internal and external clients.
- Provides excellent human resources support to all employees.
- Ensure compliance with applicable state and federal employment laws including providing accurate and timely data tracking and reporting.
- Assist in leading the City’s efforts to provide equitable and inclusive services to all employees and stakeholders.
- Bachelor’s degree and a minimum of two years of experience in human resources leadership and administration, preferably in a municipal setting. Equivalency considered.
- Professional certification (SHRM or similar) preferred.
- Demonstrated proficiency in Federal and State laws, and strong health and safety experience (OSHA compliance).
- Experience working with and recruiting diverse employee teams that reflect the community.
- Ability to communicate effectively with the skills to present ideas and findings clearly and concisely.
- Demonstrated ability to establish and maintain effective working relationships with a wide array of individuals and groups.
- Knowledge of the collective bargaining process and administering collective bargaining agreements.

Salary : $69,285 - $73,528
