Job Responsibilities
Pee Dee Regional Center is a residential facility of the South Carolina Department of Disabilities and Special Needs located in Florence, SC serving residents with intellectual and developmental disabilities.
Job Responsibilities:
- Provide management oversight to the Pee Dee Center Finance Department, which includes Regional Bank, Medicaid Claims and Collections, Accounts Payable, Finance and Budget. Ensure accuracy, timeliness and strict compliance with agency rules and regulations in the processing of invoices. Medicaid claims and banking transactions. Cross trains staff to facilitate operations and minimize disruptions caused by staff vacancies/absences.
- Ensure all purchases comply with the SC Consolidated Procurement Code. Assist with the preparation of purchase orders and bid specifications. Train staff involved in purchasing activities to observe all rules governing the procurement process. Coordinate large purchases, contracts and service agreements through Central Office Procurement. Keep purchasing records in audit status at all times.
- Ensure accuracy of transaction coding to SCEIS cost elements to properly capture expenditures. Prepare timely budget reports with recommendations for the Support Services Director. Incorporate appropriate financial controls to ensure that annual budget targets are achieved.
- Acts as the purchasing card (P-card) liaison between Pee Dee Center and the agency, central finance and procurement. Will ensure P-card holders follow all rules of the state procurement.
- Responsible for preparing the monthly Resident Bank Account reconciliation. Supervise, provide training, establish controls for the system utilized at Pee Dee Center. Assist staff in remaining proficient and knowledgeable of all updates for Finance D. P. Systems.
- Serves as a member of the Executive Committee.
- Other related duties as deemed necessary by your supervisor.

Minimum and Additional Requirements
A bachelor's degree in related field of accounting or business administration and three (3) years accounting experience and one (1) year supervisory experience.
Preferred Qualifications
Effective communication skills, both verbal and written; demonstrate proficiency with thorough working knowledge of generally accepted accounting principles and practices, and must also possess a valid S.C. Driver's License. Individual must also have working knowledge of governmental accounting procedures and be able to communicate with outside agencies, parents and vendors.

Immunization: If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
