About Midlands Regional Center
Midlands Regional Center is a residential facility of the South Carolina Department of Disabilities and Special Needs located in Columbia, SC serving residents with intellectual and developmental disabilities.
Job Responsibilities:
Ability to make competent decisions and to work independently with limited supervision by the Midlands Center Facility Administrator. Plans, coordinates, and directs the business management activities associated with Support Services and coordinates with individuals and departments affected.
Provides leadership and daily supervision to the Finance and Procurement Departments, to include budget, accounts payable, claims and collections, client bank, and Medicaid billing. Provides timely budget reports with recommendations for the Facility Administrator. Monitors financial status to ensure that annual budget targets are achieved. Monitors purchases to ensure they comply with the SC Consolidated Procurement Code.
Provides oversight and support to the Midlands Center Supply Services Department to include food service, fleet management, housekeeping, and transportation. Ensures services are provided as appropriate throughout the facility.
Provides oversight of Maintenance Services, to include the physical plant and grounds to ensure the facilities are maintained according to all applicable state and federal guidelines, internal policies, and agency directives. Coordinates the Comprehensive Permanent Improvement (CPIP) projects for Midlands Center. Ensures support is provided to SCDDSN's Central Office.
Provides guidance & support to the Supply Manager for the fixed assets system to ensure accountability of equipment and accuracy of records. Ensures all property disposal activities are handled through the SC Surplus Properties Division. Ensures timely removal or disposal of surplus items.
Manages Mentor/Alternative Placement Claims and Collection activities. Monitors Billing and Banking System (BABS) to ensure the efficient and accurate operation of billing and banking activities.
Performs additional duties as assigned.

Minimum and Additional Requirements
A bachelor's degree and relevant experience in administrative services, public administration or business management.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Preferred Qualifications
Knowledge of the responsibilities, principles, and best practices related to the diverse service areas of Finance, Food Service, Housekeeping, Transportation, Procurement, Supply, and Maintenance. Knowledge of modern office practices & procedures. Knowledge of financial statement analysis. Knowledge of state & federal regulations & laws applicable to the area of employment. Ability to analyze & interpret complex financial data & reports. Ability to establish & maintain effective working relationships with others. Familiarity with & knowledge of the SC Consolidated Procurement Code, supply & inventory control. Ability to make decisive, effective management decisions within the policies & operational framework of the agency. Excellent communication & computer skills are required. Position requires a valid S.C. Driver's license.
