What are the responsibilities and job description for the Real Property Services Manager position at South Carolina Department of Administration?
The Division of Facilities Management & Property Services is seeking an individual to manage the overall functioning and staff of the state Real Property Services (RPS) office.
Responsibilities of the Real Property Services Manager:
- Manage the RPS team and serve as the liaison between the staff, consultants/contractors, and state agencies in the implementation of the statewide real estate strategy.
- Coordinate and maintain all work product, including solicitations, records of negotiations, leases, invoices, LPAs, sales agreements, and easements, to ensure accuracy and compliance with the law, RPS policies and procedures.
- Support the Assistant Director in the management of all major leases and lease-outs requiring approval by the Joint Bond Review Committee and/or the State Fiscal Accountability Authority.
- Work with private sector consultants/contractors and real property staff to create, document and implement transactional procedures for reviewing leases in advance of termination.
- Review documents involving property sales, annexations, easements, and other requests by state agencies and the private sector in accordance with the law and any applicable policies and procedures. Conduct and prepare business case analyses for real property acquisitions and dispositions.
- Coordinate and implement procedures for the collection and validation of agency submissions of annual updates to their inventory of state lands and buildings. Review and analyze annual portfolio assessment reports.
- Maintain state leases and commercial leases. Assure that system data is accurate to allow for correct and timely rent billing.
- Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel, and train employees. Establish and monitor work processes. Implement management policies and initiatives and promotes teamwork.
Minimum Requirements:
A bachelor's degree and relevant program management experience. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
Additional Requirements:
Knowledge of agency's mission, programs, and objectives and state and federal laws, rules, and regulations pertaining to the management of state-owned real property, as well as commercial leasing laws and best practices. Ability to develop and implement policies and procedures to achieve standards, goals, and objectives for service delivery in the overall management of state real property. Ability to manage multiple areas and projects simultaneously. Ability to manage staff and work flow to ensure tasks are accomplished timely, management remains informed, and customers are satisfied. Ability to provide process improvement recommendations and implement as instructed. Ability to advise and communicate effectively with employees at all levels, as well as external customers and vendors. Strong management skills. Excellent written and verbal communications skills. Strong organizational and analytical skills.
Preferred Qualifications
A law degree and/or legal experience is beneficial but not required.
Salary : $68,397 - $126,547
