Job Purpose

Under general supervision, the Intake Administrative Officer will be responsible for accurately gathering information pertaining to youth for auditing and reporting purposes to ensure youths are tracked, treated, and accounted for at all times. This position will also provide security assistance within their assigned location to ensure the needs of the facility are met.

Job Responsibilities

Examines and interprets all detainment orders for incoming youth to ensure legality, validity, completeness, and accuracy and refers improper orders to proper authorities.

Establishes and maintains a system for processing youth admitted to the Detention Center.

Performs complex administrative functions and monitors systems for processing youth admitted by ensuring that photographs, case files, and other mandatory documentation are completed in a timely manner.

Serves as the primary liaison to the DJJ community officers to verify and ensure the accuracy of court orders and information in the computer-based MIS system.

Ensures that drug screenings are conducted as court ordered and otherwise directed.

Develops and oversees a records management system that ensures the accountability of all youth records and the purging of case files according to prescribed schedule.

Obtains documentation for detainment from law enforcement; consult with intake supervisor on situations involving detainment or release of youth.

Assists with and ensures all youth complete the intake process i.e., frisk/strip search, photographs, fingerprinting, and conducting drug screens.

Assists with supervising and training staff on policies and procedures essential to the efficient operation of the Detention Center Admission section.

Monitors requests for information from outside entities and applies policies governing the release of information to ensure confidentiality is maintained.

Serves as the back up to the Admin.

Assists Security and Operations with daily tasks to include but not limited to relieving JCO for breaks, escort youth throughout the building for appointments/visitation, escort youth to medical emergency transports, and responds to crisis situations.

Attends training and maintain certification required by the Continuing Law Enforcement Education.

Performs other related duties as assigned.

Minimum And Additional Requirements

STATE MINIMUM REQUIREMENTS:

A high school diploma. Related clerical experience may be substituted for a high school diploma.

Additional Requirements

Proficient in excel and calculating formulas to maintain an efficient database.

Preparing and maintaining daily, weekly, monthly reports with proficiency.

Requires considerable knowledge of CRT terminal operations/interviewing and processing of youth.

Considerable knowledge of records management techniques.

Working knowledge of the SC code of Laws and Agency policies on time/sentence computation; ability to effectively communicate, both orally and in writing.

This position performs the job duties relating to the custody, control, transportation, or recapture of the youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct or indirect contact with youth within the Department of Juvenile Justice. Training applicable to these duties will be provided.

Must be able to work in locked quarters, position is limited sedentary; employees must be mobile and able to bend and lift 50 lbs, interact, and intervene with youth when applicable.

Must be able to respond physically to emergency situations including physically intervening and/or restraining youth according to agency policy.

Required to work shift hours (day, evening, night, weekend, &/or holidays) and be subject to mandatory overtime stay as needed by the facility.

Training applicable to these duties will be provided and will consist of physically and successfully completing the agency’s selected Behavioral Management training which includes the Primary Restraint and Take Down techniques and on-the-job functions but not limited to: Handcuffing (hands extended behind back), prone positions (flat on stomach and/or back), Kicks and Strike Motions, Joint Manipulations, bending at the waist and torque motions. Lifting hands above the head, repeated breathing (inhaling/exhaling) techniques for CPR/First Aid/AED. Kneel on knees (together and individually) unsupported. Work in extreme heat/cold/ humidity/inclement weather; safely operate a motor vehicle to include having a valid state issued driver’s license. Walk and/or stand for extended periods of time, sit in a desk chair for up to eight hours per day at least 5-7 days per week, visually distinguish subjects at distances of up to 75 yards, wear protective equipment in case of emergencies.

Attend training and maintain certification required by the Continuing Law Enforcement Education (CLEE).

Preferred Qualifications

PREFERRED AGENCY REQUIREMENTS:

Must be 21 years of age with a valid driver's license and high school diploma or equivalent. Must attend, pass, and maintain all required DJJ training courses.

Special Requirements: Must be an officer in compliance with and certified under CLEE (Continuing Law Enforcement Education) within six (6) months of employment. Must have an 80% rate on competency/Proficiency exam and possess supervisor and teaching skills.
