Job Responsibilities
Technical Project Development: Prepares roadway engineering technical exhibits for contract documents (RFQs, RFPs, special provisions, estimates, and contract addendums) for alternative delivery projects.
Design Reviews: Makes roadway engineering design recommendations and provides roadway design review of documents submitted by in-house staff, consultants, or the design-build teams including design criteria, design plans, specification, reports, and other applicable submittals. Ensures design adherence to appropriate design specifications, requirements, and guidelines.
Technical Project Design and Preparation: Develops preliminary plans using Computer Aided Drafting and Design (CADD) software and reviews consultant preliminary plans for geometric layout, roadway design, and constructability.
Construction Support/ Contract Administration: Supports the alternative delivery contract administration activities including resolving complex roadway engineering construction issues, consulting with contractors, consultant engineers, State, and Federal agencies, and participates as needed in progress meetings.
Qualifications and Proposal Review: Serves as voting member or technical advisor on evaluation committees as assigned. Participates in the full review and evaluation of Statement of Qualifications and Technical Proposals and Conceptual Plans. Provides meaningful feedback during evaluation meetings and reviews all proposal assigned.
Consultant Contract Management: Assists the Alternative Delivery Design Manager and/or Program Manager in the management of engineering consultant contracts including contract development, negotiations, and cost estimating.
Program Improvements: Reviews the procurement process and prepares notes and lessons learned after evaluation of SOQs and Technical Proposals. Participates in post award debriefs to share lessons learned and potential changes to enhance the procurement process. Performs other related duties as assigned.
Minimum And Additional Requirements
A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
