The Construction Manager is responsible for the development and implementation of construction standards, policies, programs, and procedures. The Construction Manager will communicate with general contractors and implementation contractors for the purpose of carrying out CDBG-DR projects and other SCOR construction projects in accordance with program requirements. Ensures compliance with state and federal regulations governing the use of state and CDBG-DR funds.
Responsibilities of the Construction Manager:
- Responsible for the development and implementation of construction standards, policies, procedures, and house plans for all SCOR construction programs and projects.
- Ensures compliance with state and federal regulations governing the use of state and HUD CDBG-DR (or other federal) funds, respectively. Collaborate with Compliance Manager on monitoring activities, both desk audits and on-site monitoring.
- Communicates with general contractors, vendors, sub-contractors, and implementation contractors.
- Develop and implement quality control and assurance functions to ensure that SCOR personnel, general contractors, sub-contractors, and implementation contractors are providing high quality, effective services according to SCOR's policies, procedures, requirements, standards, and timelines.
- Track and report on program effectiveness, efficiency, and production levels.
- Supervise and Oversee efforts to detect and prevent instances of fraud, waste, and abuse in the implementation of SCOR construction and grant programs.
- Performs other tasks as assigned/needed by the Disaster Recovery Director.
- A bachelor's degree and six (6) years of construction experience in a public or private organization involved in single-family construction programs.
- At least three (3) years of which involved management responsibilities, including responsibility for program design/compliance/budget

Additional Requirements:
- Position may require overnight travel.
- Position may require employee to work evenings and weekends.
- Position requires routine driver duties.
- Position requires frequent stooping and/or bending.
- Position requires frequent lifting: 25 lbs.
- Work is performed primarily in an office environment, but field work may be required in areas where there are some risks and hazards that are known, predictable, and controllable.
Experience with program/grant management, monitoring, tracking, and evaluation preferred.
