Supports the Ports Authority’s financial applications systems; analyzes, modifies, or adjusts existing applications systems; and integrates features or improvements with existing and future systems to improve business efficiency and productivity.
Essential Job Responsibilities
- Oversees implementation, upgrades, and ongoing maintenance of the Ports Authority’s financial ERP systems and other commercial software solutions.
- Coordinates testing of the applications systems to ensure proper performance; oversees a team that troubleshoots issues, conducts testing on systems, and documents the results.
- Supports custom application programs with various programming languages, using a variety of databases and middleware systems.
- Identifies existing operating procedures, problems, and requirements.
- Designs models and develops analysis and enhancement solutions.
- Develop documentation and other aids for users to assist with installation, maintenance, and operating procedures.
- Consult with management to establish systems goals and objectives, communicate with users to determine their needs and to clarify program objectives, and assist in designing systems applications to meet those needs and objectives.
- Develops application specifications, identifies the required inputs, and formats the output to meet users' needs.
- Designs and develops reports, queries, interfaces, and customizations. Develops queries and data extracts using SQL, PLSQL scripts, and Business Intelligence tools to fulfill data requests, which requires significant use of advanced SQL.
- Provides ongoing process engineering, system support, maintenance, and development of other in-house developed legacy Financial and Human Resource applications.

Qualifications
Minimum Qualifications
Education and Experience
- A bachelor’s degree in business information systems, Computer Science, or a similar field.
- Five (5) years in software development implementing, operating, tuning, and troubleshooting systems and applications software, or similar experience.
- Understanding of infrastructure, typical office applications, accounting business fundamentals, and processes.
- Ability to read and understand code. Proficiency in writing and maintaining automation scripts.
- Strong knowledge of database design and management.
- Experience with PL/SQL, SQL, Groovy, Java.
- Experience with system integration and API development.

Preferred Qualifications
- Experience with Navis N4 operating system and knowledge of billing processes and rule-building.
- Experience with PeopleSoft Financials, Oracle database, SQR (or similar structured language), PeopleTools, and
- billing applications.
- Backend software development experience, i.e., developing business rules and database applications.
