Introduction:
Site Manager will oversee the day-to-day operation of the assigned Head Start center. The employee will provide leadership and supervision to all center staff and serve as a liaison to the central office, parents and community. The employee works under the supervision of the Program Coordinator. The employee shall be responsible for the daily operations and management of an assigned center including all staff and community/parent engagement. The employee shall be responsible for offering parents opportunities to identify their own strengths, needs and solutions as well as connect them to community resources. The employee will be capable of operating modern office equipment. The employee may be exposed to dust, dirt, foul odors and other factors due to the breakdown of some equipment or systems. . The employee shall adhere to the National Smoke Free Environment Policy Public Law 103-227, Pro-Children Act of 2001 42 U.S.C. 7181 through 7184 and TN Licensure Rule 1240-04-01-12(14).
Section 1 – Job Performance
Quality of Work
Monitor to ensure sanitation, hygiene procedures and health practices are strictly adhered to daily and assist in the daily maintenance of the center.
Monitor all classroom daily to ensure compliance with State Licensing Regulations, Head Start Performance Standards, CACFP and agency policies and procedures.
Monitor and follow up with LEA referrals according to procedures.
Utilize computer, ChildPlus and Learning Genie programs to enter, maintain and monitor data for record keeping and tracking purposes according to program calendar.
Monitor and review data on School Readiness Goals three times per year in Teaching Strategies Gold according to program calendar.
Train and supervise substitutes, volunteers, and Foster Grandparents. Submit copies of trainings to the Career Development Coordinator and the Program Coordinator.
Monitor classrooms and playgrounds for health and safety concerns according to procedures.
Monitor and participate in ongoing recruitment targeting children from low income families, children with disabilities, mental health diagnosis, foster children, homeless children and pregnant women.
Monitor to ensure classroom activities are age and developmentally appropriate, as well as aligned with the Head Start Philosophy.
Monitor to ensure that all screenings and assessments are completed according to the program calendar and that all required information is contained in electronic files/paper files as written in procedure.
Prepare and implement group and/or individual on-site training for all center staff.
Complete work assignments remotely as needed.
Job Knowledge
Manage and monitor daily operations of supervising Education Staff (conduct informal classroom observations, ensure classroom lesson plans and interactions are age and developmentally appropriate.
Manage daily operations of supervising Nutrition Workers (including monitoring nutrition related activities, adherence to special diets)
Manage daily operations of supervising Family Partners where applicable (including monitoring family services, parent meetings/trainings and health services.
Manager daily operations of center facilities (including submitting and following up on work orders and maintaining daily facility needs)
Implement HS/EHS ERSEA (Eligibility, Recruitment, Selections, Enrollment and Attendance)
Initiative
Complete HS/EHS applications as needed.
Conduct formal internal monitoring per monitoring procedure
Initiate, review and/or approve purchases as needed.
Maintain a current roster of qualified substitutes and ensure appropriate coverage for absent employee(s)
Conduct center orientation for all new center staff. Prepare and implement group and/or individual onsite training for all center staff. Submit completed training agendas and signed training documents to the Career Development Coordinator and the Program Coordinator.
Train and supervise substitutes, volunteer, Foster grandparent.
Manage assigned budget responsibilities and determine center purchasing needs.
Follows procedure’s when completing daily task/assignments
Submit completed training agendas, hand-outs, and sign in sheets to Career Development Coordinator.
Provide monthly reports to supervisor.

Ensure and monthly reports are submitted accurately and timely to appropriate staff. This includes CSS monthly report and CSS calendar.

Communication Skills
Organize and conduct regularly scheduled center meetings and ensure that accurate minutes are recorded.
Discuss performance status with staff throughout the year and conduct performance evaluations annually.
Communicate and document staff performance concerns to Program Coordinator via email or phone.
Ensure communication with Program Coordinator is maintained via email and phone calls.
Secure and document in kind contributions, volunteer time, and community support.
Track staff degree requirements and staff enrollment in college courses. Communicate staff enrollment to Career Development Coordinator.
Maintain contact with staff to continue support/monitoring of in-person services.
Teamwork
Participate in the screening, interviewing and hiring of center staff.
Assist with additional breaks in the classroom(s) having ongoing behavioral issues.
Assist in the compilation and completion of Self-Assessment/Community Assessment and participate in the analysis of data for training and planning purposes.
Customer Services
Monitor Teaching Strategies Gold to ensure ongoing documentation reflects accurate developmental information on each child.
Assist in ongoing recruitment targeting children from low-income families, children with disabilities and pregnant women, and complete HS/EHS applications as needed.
Adhere to Agency’s HS/EHS confidentiality policy, professional ethics and standards, demonstrating work habits which comply with Agency Personnel Policies and Procedures.
Maintain professional and positive approach when dealing with parent complaints/issues.
Assist in meeting immediate and/or emergency needs of families, as identified or expressed by family.

Attend CLASS reliability training and obtain reliability

Qualifications
Associates Degree in Early Childhood Education, Human Services or a related field. (Required)
Three years Early Childhood experience (Required)
Two years supervisory experience. (Required)
BA/BS in Early Childhood Education, Human Services or a related field. (Preferred)
Bilingual (Preferred)
Satisfactory physical examination prior to beginning work and every five years thereafter
Must possess a valid Driver’s License and current Automobile Liability Insurance.
Satisfactory criminal background check prior to hire and every 5 years thereafter. Drug testing as required.
Required Knowledge & Abilities:

While performing the duties of this job, the employee is frequently required to sit; stand; stoop; bend; walk; talk; hear; use hands to grip, type; reach with hands and arms, occasionally required to stand or walk on uneven surfaces; climb stairs; run. 2 to 4 hours per day spent in strenuous physical activity, lifting up to 60 lbs. six or eight times in a 7.5-hour day.
