Social Services Worker 2 - Protective Services Division / Placement Unit

Probationary Hourly Rate : $20.00

1-Year Probationary Period)

Mid-Probationary Hourly Rate : $21.08

Post Probationary Hourly Rate : $22.22

Pay Range : $20.00-$28.35

External Applicants : Pay is negotiable based on like work experience and education.

ESSENTIAL FUNCTIONS :

Provide case management to Placement Unit programs (e.g. : Adoption, Kinship, & Foster Care), to ensure an effective system of care that includes permanency and reunification planning over medically fragile, foster care & kinship placements within the parameters established under Federal, State & local laws, rules & regulations. to children & families to maintain stability in the family unit within guidelines & time frames specified in federal, state & local laws (i.e. : interviews children & families, school staff & general public in office or field; provides counseling & referrals; handles sensitive inquiries & contacts from families, customers, & general public; transports customers when needed; monitors family visitations, develops, reviews, revises, & implements customer service plans including requirements of regulatory bodies; coordinates, schedules & attends meetings with & cooperates with other agencies, schools, law enforcement & community resources & services; after determining need through assessment, conducts home study evaluations for foster, adoptive and kinship providers, provides emotional support & nurturance to foster, adoptive and kinship providers; supervises assigned cases). Consults with Prosecutor as necessary to gain legal counsel re : case matters. Provide case management to permanent custody cases, works diligently to locate permanent placement, hold matching timely.

Acts as liaison between agency, State & County offices, Courts, Law Enforcement, schools, Kinship providers, Foster Care Networks, Foster Parents & community social service agencies or providers; participates in audits submitting responses; prepares & submits reports as requested or assigned.

Compiles social histories & diagnostic reports for agency & court related to provision of agency permanent and temporary custody of care cases. Attends court hearings as subpoenaed or assigned (i.e. : provides court documents in a timely manner as ordered or requested, testifies re : family progress in case plan, recommendations for reunification, & on other matters pertinent to case; keeps Prosecutor properly informed & cooperates with them to ensure accurate & complete testimony & court documents are provided). Prepares & completes reports, correspondence, case records, etc.; maintains files & records both written and electronic.

Receives & investigates complaints of child abuse & neglect, dependency, or exploitation; provides diagnostic & crisis intervention services; determines need & eligibility for service & intervention; monitors home conditions, may testify in court re : facts of case. Must be available to be on-call 24-hour services on a scheduled basis to receive calls from the crisis center as the screening worker (e.g., on weekends, holidays, after business hours); attends & participates in evening appointments & meetings.

Remains informed of current development & procedures pertinent to duties; participates in staff development activities & services review procedures; attends meetings, training, & conferences as assigned by director or designee to meet & maintain agency, state, federal or educational & training standards or mandates. Remain current with Adoption Assessor training.

Exhibits regular & predictable attendance.

NON-ESSENTIAL FUNCTIONS :

Any other duties as assigned by Supervisor or Director.

Requirements

MINIMUM QUALIFICATIONS FOR CHILDREN SERVICES CASEWORKER POSITIONS :

Per Section 5153.112 of the Ohio Revised Code, applicants of a Public Children Services unit must have one of the following :

  • A bachelor's degree in human services-related studies, or
  • A bachelor's degree in any field and have been employed for at least two years in a human services occupation, or
  • An associate's degree in human services-related studies, or
  • Been employed for at least five years in a human service-related occupation.

For employment to continue, a person described in Option 2, 3, or 4 above must obtain a job-related bachelor's degree not later than five years after the date of employment with the agency commences.

NOTE : All liability and responsibility for determining "human services-related studies" or "human services-related occupation" rests with the employing agency.

Per Section 5153.122 of the Ohio Revised Code, each caseworker shall complete at least one hundred and two (102) hours of in-service training during the first year of the caseworker's continuous employment, consisting of courses in recognizing and preventing child abuse and neglect, assessing risks, interviewing persons, investigating cases, intervening, providing services to children and their families, and other topics relevant to child abuse and neglect. After the first year of continuous employment, each caseworker annually shall complete thirty-six hours of training in areas relevant to the caseworker's assigned duties.

The applicant must have a valid driver's license, required auto insurance, and an acceptable motor vehicle report.

Background checks consistent with requirements in OAC 5101 : 2-5-09 must be completed at employment and every five years following, including but not limited to the following systems :

  • State Automated Child Welfare Information System (SACWIS)
  • Ohio Bureau of Criminal Identification Investigation (BCI) / FBI
  • Local Law Enforcement
