What are the responsibilities and job description for the Case Manager/Instructor position at South Central TN Workforce Alliance?
Job Purpose: The purpose of the Case Manager/ Instructor position is to facilitate the process by which returning citizens identify, prepare for, obtain, and maintain self-sufficient employment, housing, mental health treatment and education. The Case Manager/Instructor maintains continuous contact with returning citizens to ensure completion of program objectives and follows up with them one year after employment goals have been achieved and returning citizens have exited the program.
Characteristic Duties and Responsibilities:
Recruits prospective returning citizens, determines eligibility, and administers risk-needs assessments.
Provides comprehensive case management services to eligible adults, including a variety of options
for improving the client’s education, mental health status and skill competencies. Provides effective connections to employers to meet individual goals and objectives outlined by the needs assessment.
Provides program services in compliance with policies and procedures of the South Central
Tennessee Workforce Alliance, as well as federal laws and regulations.
Identifies, administers, and interprets assessment instruments and interviews returning citizens to determine their career and educational needs, skills, aptitudes, work values, personality,
work strengths, and barriers.
Interviews returning citizens to determine psychosocial needs such as housing, mental health
treatment, education, and social support deficits. Make appropriate referrals to partner
agencies, evidence-based programs, and other interventions to help reduce individual
recidivism.
Develops individual case plans that identify the customer’s employment goals, barriers to
employment, appropriate achievement objective, and the appropriate combination of services
to achieve the employment goals, meet educational goals, connect with mental health services,
and reduce recidivism rates for the individual.
Facilitates evidenced-based programs identified by South Central Tennessee Workforce Alliance
as appropriate interventions for incarcerated citizens.
Coordinates services with community agencies and community services.
Works as a team member to achieve program performance goals, including customer
service, education, employment, earnings, and credential goals.
Monitors each returning citizen’s progress and provides follow-up services, which may
include career guidance, contact with employers, job search assistance, career
development, mental health and addiction treatment referrals and other services specified by
the South Central Tennessee Workforce Alliance.
Documents monthly customer contact and progress toward identified goals for active returning
citizens and quarterly contacts for exited returning citizens on automated case management
system.
Completes follow-up and other required reports
Meets deadlines as required
Other duties as assigned
Education, Training and Experience Required:
Bachelor’s degree in psychology, social work, business administration, or related field.
One year’s experience in the employment and training field or with workforce development
programs, or case management. Case management skills are desired

Characteristics:
Requires knowledge of trauma-based interventions, addiction and recovery resources, career guidance, career assessment tools, community resources, career websites & resources
Requires strong decision-making and problem-solving skills as well as effective oral and written communication skills
Ability to work with diverse returning citizens, students, and community members.
Ability to function effectively as a team member
Ability to communicate with returning citizens, including listening, asking relevant questions, and giving appropriate guidance and feedback
Able to demonstrate proficiency in or understanding of various computer software applications, including Word, Excel, Access, and the Internet to access job search resources, complete reports and other job requirements
Knowledge of community/professional resources to assist returning citizens in career/life planning.
Supervisory experience preferred
Must possess strong time management and organizational skills and demonstrate the ability to
handle large customer caseloads and document monthly contacts
Supplemental Functions:
Attends training workshops, seminars, and conferences as assigned by supervisor
Working Conditions:
Flexible working hours (Normal work hours are 8:00 a.m. – 4:30 p.m., but this position may require some evening and Saturday work hours)
Normal sitting and movement in an office environment. May require occasional moving up to 25 pounds, bending, moving furniture
Must coordinate with other service agencies
Requires travel to counties within the South Central Tennessee Workforce Alliance area for
meetings and other job-related activities. Will require some travel for training outside the area and occasional overnight travel
Visual and hand usage of PC
Job Type: Full-time
Pay: $40,000.00 - $45,000.00 per year
