The Governor's Office of Economic Development (GOED) drives South Dakota's economic environment to ensure opportunities for success exist for the next generation. GOED is looking for a motivated individual to fulfill an Accountant II position. The person chosen for the position will work with multiple programs within the department, accounting for an array of uses across multiple sources of funds, maintaining a charts of accounts, and will be responsible for contributing to and be a key player for finalizing the agency's Monthly Reports, Annual Audits, Examinations, Annual Consolidated Financial Report (ACFR) entries.

Successful incumbent performs professional level accounting and audit work that requires analysis and judgment under guidance or within the framework of defined policies, procedures, and practices to determine the general approach to use in a given situation. The person in this role works closely on financial data, projects and/or audits of moderate scope where analyses of situations or data require a review of a variety of factors. While employees in this role seek advice and guidance of more senior level colleagues on complicated issues or solutions, this role is for a well-grounded, middle level professional who has good knowledge of existing systems/processes and has the ability to handle most regular issues independently.

Accountabilities Include:

  • Applies technical knowledge and expertise using principles and techniques to provide specific analyses of financial records and interpretations of information and data.
  • Prepares and maintains all financial records (with authority approval) in an agency with a less complex, smaller accounting system/process characterized as single general accounting system/process involving limited accounting and compliance factors and is of lower risk and exposure in terms of the resources (e.g., financial, number of users) impacted.
  • Creates, prepares, and completes a variety of reasonably standard financial management reports to provide information to management or other end users. Independently performs portions of or contributes significantly to more complex financial management reporting.
  • Initiates, directs, and completes standard audits and/or projects involving financial records and develops specific solutions or recommendations to ensure compliance. Consistently works independently on audits of moderate complexity.
  • Under the direction of more senior colleagues or independently performs a limited number of complex audits and/or projects, involving a number of rules and regulations, multiple parameters and issues, areas requiring significant analysis and judgment, and have broader impact.
  • Presents financial/audit reports to more senior level colleagues.
  • Makes professional recommendations and offers insights that contribute to the development of wider solutions to business issues and problems.
  • Continues to learn accounting and audit related policies, procedures, and laws and provides interpretations and information to junior colleagues.
  • Provides technical guidance and reviews the work of junior colleagues to ensure work accuracy and consistency and to contribute to departmental efficiency.

Responsibilities Include:

  • manage financial activity for federal and state grants;
  • initiate federal drawdowns for reimbursement of federal grant funds;
  • compile federal quarterly financial reports for grants;
  • process voucher payments and monitor fiscal activities for multiple programs to ensure that funds are properly accounted for and allocated correctly;
  • perform monthly reconciliations and budget monitoring activities;
  • assist with annual budget preparations;
  • prepare journal vouchers and other exhibits as part of the annual ACFR preparation.

The Ideal Candidate Will Have:

  • a 4 year accounting degree and 1-2 years of progressive experience equivalent to Level 1 Accountant is required.

Will be competent in:

  • problem solving;
  • expertise in developing self, application thereof, and sharing of with others.

Knowledge of:

  • generally accepted accounting principles and practices (GAAP);
  • Governmental accounting and financial statements;
  • State's accounting system is preferred, but not required;
  • Microsoft Excel, Word, Query, and other desktop tools including pivot tables.

Skill to:

  • accurately account for expenses and fund balances;
  • document all activities for audit and grant compliance.

Ability to:

  • comprehend and apply pertinent laws, rules, and policies;
  • conduct research, compile, and analyze financial data;
  • work independently as well as in a team environment;
  • perform in a deadline driven environment;
  • execute reconciliations and allocations;
  • use computers and applicable accounting software.

This position is exempt from the Civil Service Act.
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
