The Chief of Children and Family Services is responsible for overseeing Children and Family Services delivered to South Dakotan through the Department of Social Services. These services include the work of the divisions of Child Protection, Child Support, and Economic Assistance. This position will supervise the Division Directors for each Division described above. The Chief position is also charged to develop and achieve vision for the divisions and the Department as a whole, to facilitate collaboration across agencies in order that service delivery might be most impactful and efficient, and to contribute to the executive-level leadership of the Department as a whole.
Primary job duties and responsibilities include:
- Ensure that vision for the divisions is set forth clearly and hold them accountable to implementing the innovations and advancements needed to achieve the vision.
- Work closely with Division Directors to ensure coordination between divisions relating to policy development, program focus and service delivery.
- In conjunction with the Department’s fiscal and operations teams, develop and maintain a strategic roadmap that informs when and how innovations are to be implemented across the three divisions.
- Develop policies and procedures that conform with the Departments priorities and vision as articulated by the Secretary and developed by the executive team that advises the individual serving in that role.
- Establish, cultivate, and maintain high level networks and relationships with internal and external stakeholders; to include both public and private sector. Be present during the legislative session to focus on informing legislators about the work of the Department.
- Carry out supervisory duties and assist the division directors in the personnel matters they are managing.
The Ideal Candidate Will Have:
Advanced degree in human services related field, or management/administration or related field. The Ideal candidate will have experience managing personnel and large organization or team to include large-scale programs or development of programs. The ideal candidate will also possess excellent communication skills and demonstrate experience fostering relationships with staff and stakeholders.
Knowledge, Skills, and Abilities:
Knowledge of:
- business and management principles
- leadership techniques
- Children and Family service delivery in South Dakota
- basic framework of regulatory authority and funding mechanisms set forth by the federal government in its partnership with South Dakota’s delivery of Child and Family Services.
Skill to:
- monitor and assess the performance of staff and make improvements as needed
- develop and monitor programs as needed

- establish and work towards high level goals
Ability to:
- think critically
- plan and delegate the work of others
- provide executive level leadership to the Department
- identify key policy decisions and support the department secretary in carrying out plans
- plan for the successful deployment of new/revised programs ; evaluate programs for impact and efficiency; and identify needed adjustments to programming and oversee their implementation.
