What you will do:
- This position will lead, direct, and implement Data Strategy for the Department of Social Services, including the technologies and processes that collect, store, and analyze the data produced by an organization.
- This position will be responsible to design and direct a team enabling data-driven decision making to the organization.
- Lead a team of data and business analysts (both direct and indirect reports) serving across multiple divisions within the Department.
- Lead the team in its execution of routine data retrieval, data analysis, and, most especially, in special projects requested by Department leadership.
- Engage proactively with divisional leadership and their teams within the Department to ensure data-informed strategic decision-making and the achievement of key objectives.
- Collaborate with personnel in comparable positions in other state agencies with a focus on those Departments that provide services to common South Dakotans.
- Develop business intelligence (BI) gathering practices and the management of data and information for multiple DSS programs.
- Design and maintain system(s) to warehouse data and information.
- Ensure that information gathering and analysis support the overall development of improved health and social outcomes for those we serve.
- Collaborate with data architects to define and implement data structures.
- Conduct qualitative and quantitative statistical analysis and employ predictive analytics meant to inform Department decisions regarding stakeholders.
The Ideal Candidate Will Have:
- a bachelor’s or master’s degree in business, finance, economics, information technology, or related field.
- management experience successfully leading and directing data strategy and business intelligence work.
Knowledge, skills and abilities:
- ability to set strategic direction and to work cross divisionally to achieve established goals;
- excels in relationship building, analytical thinking, and empowering others to promote a culture of continuous improvement focused on those we are entrusted to serve;
- experience leading a team of professionals to successfully execute a variety of both tactical and strategic goals;
- knowledge of tools and technology to support this work;
- ability to accurately conduct qualitative analytics to inform agency decisions;
- skilled at analysis and creating automation using a combination of tools and languages including but not limited to Tableau, Power BI, SQL, etc;
- effective communicator able to support DSS Communications Team to make relevant data publicly accessible;
- identify and manage data-related risks and issues;
- knowledge of and ability to implement data governance frameworks and policies that maintain data quality, integrity, and security.
