This is a Full-Time 40 Hour Weekly position with the Department of Social Services. For more information on the Department of Social Services, please visit https://dss.sd.gov.
The Medicaid Program seeks a Contract Manager to manage the procurement, contracting, and invoice/voucher process. This position drafts contracts utilizing Department templates and works with the Department’s Legal and Financial divisions. The position drafts and publishes requests for proposals (RFPs) in accordance with Department and State processes with input from stakeholders and program leads and may participate in RFP proposal evaluations. This position will also monitor the ongoing utilization of contracts and funds available.
Job duties include but are not limited to:
- responsible for new contracts;
- decide appropriate procurement path;
- responsible for competitive procurement process when appropriate;
- responsible for execution of new contracts;
- responsible for management of expiring contracts;
- cancel or allow to expire as appropriate;
- decide appropriate procurement path (RFP, work order, direct contracting without competitive bids);
- responsible for competitive procurement process when appropriate;
- responsible for execution of contracts;
- serve as Liaison to partner divisions/agencies for joint contracts;
- responsible for initiation and tracking of all invoices and vouchers associated with established contracts;
- responsible for maintaining the Division of Medical Services Contract Log;
- serve as the liaison with the Centers for Medicaid & Medicare Services for procurement and contract matters;
- responsible for new inter-agency Memorandums of Understanding (MOUs);
- responsible for management of expiring MOUs;
- meet with MOU partner six months prior to expiration;
- lead termination or renewal as appropriate.

Excellent organizational skills, verbal skills, and business acumen.
Knowledge, Skills, and Abilities:
Knowledge of basic business law and contractual concepts, HIPAA, procurement, and healthcare. Effective communication, multi-tasking, professionalism, prioritizing competing accountabilities, dealing with ambiguity, maintain confidential information, meet deadlines, attention to detail, build relationships, collaborate with key stakeholders. Proficiency with Adobe Pro, and Microsoft Office Suite products such as Word, Excel, and Teams. Juris Doctorate preferred but not required.
