What are the responsibilities and job description for the ENGINEERING SPECIALIST 4 position at South Florida Water Management District?
The candidate will be part of the Big Cypress Basin engineering and modeling team that supports daily operations & maintenance of the District’s infrastructure, namely water control structures and canals. This is a staff level operational position responsible for providing support to the Basin’s team of engineers, water managers, and modelers. Provides support by analyzing the regional flood control system, rainfall, storm analysis, and system performance. Responsibility includes delivering engineering services and decisions that contribute to the success of the District’s various strategic programs, and this position involves both office and field work. A successful candidate should be able to effectively communicate technical information with various levels of staff, including field staff, engineers, non-engineers, and management. This position will be located at the BCB Service Center in Naples, FL or Ft. Myers Service Center.
Candidate will conduct BCB Right-of-way and Environmental Resource Permit Reviews. Will provide GIS mapping support for report graphics, maps, emergency response, and as needed.
Candidate will have emergency management duties such as preparation and maintenance of the BCB Emergency SOP, Logistics support, and Rapid and Damage Assessment.
The candidate may also be involved in technical review of capital project designs, with a focus on operability and ease of maintenance, to ensure that constructed projects will function as needed in a cost-effective manner.
This position requires knowledge of an experience in the following:
Hydrology & Hydraulics
Permitting programs, criteria, and practices
Construction methodologies
GIS and mapping
Reading and interpreting:
Construction plans and specifications
Engineering and environmental reports
Credible written and oral communications with engineering professionals, construction and operation professionals, developers, public and interested parties.
The selected applicant must be able to:
Conduct field work in a variety of rigorous field conditions, including in remote and heavily vegetated areas.
Problem solve based on comprehensive knowledge of technical and stakeholder issues
Exercise independent judgment to the degree appropriate for the situation
Schedule and manage time to meet strict deadlines
Complete projects and perform tasks independently with minimal direction and guidance based on instructions given regarding generally expected results and objectives.
Be responsible for maintaining close communication with their direct supervisor on various issues and matters, including the status of deliverables and assignments.
Employment Guidelines/Experience:
Engineering Specialist 4: Bachelor of Science degree from an ABET/EAC accredited program in Civil, Construction, Environmental, Agricultural, Biological, or related engineering field and 4 years of qualifying experience that demonstrates measurable career progression in water resource.
Engineering Specialist 3: Bachelor of Science degree from an ABET/EAC accredited program in Civil, Construction, Environmental, Agricultural, Biological, or related engineering field and 2 years of qualifying experience that demonstrates measurable career progression in water resource.
Engineering Specialist 2: Bachelor of Science degree from an ABET/EAC accredited program in Civil, Construction, Environmental, Agricultural, Biological, or related engineering field and 1 years of qualifying experience that demonstrates measurable career progression in water resource.
Engineering Specialist 1: Bachelor of Science degree from an ABET/EAC accredited program in Civil, Construction, Environmental, Agricultural, Biological, or related engineering field and less than 1 year of qualifying experience that demonstrates measurable career progression in water resource.
License(s) / Certification(s):
Valid State of Florida Driver's License required.
License for Engineering Specialist 1 - 4:
Requires a valid Engineer-In-Training certification, and candidate must work towards and attain a State of Florida Professional Engineer (PE) License.
Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

This Position may be filled as either Engineering Specialist 4, Engineering Specialist 3, Engineering Specialist 2, or Engineering Specialist 1. This posted salary will range is reflective of the Engineering Specialist 4 level. If this position is filled at a lower level, the salary will be commensurate with that level.
