The Section Leader supervises, leads, and oversees the performance and work activities of a diverse team of engineers and environmental scientists providing District-wide support in conducting data evaluation, assessment, and reporting on broad water quality issues such as BMAPs, TMDLs, watershed protection plans, CERP, and other high-profile projects, including mandated permit reporting on restoration projects.
The incumbent is expected to participate in multi-agency teams and brief managers/stakeholders in a variety of forums, including public meetings. The team is responsible for verification and analysis of data generated from long-term, large-scale water quality, hydrologic, and meteorologic monitoring networks as well as shorter-term smaller-scale networks related to specific projects and permits. The Section Leader may be responsible for providing oversight of the District's legally mandated water quality reporting requirements and federal and state permit compliance reporting activities for restoration project initiatives throughout the District, including tracking progress and achievement of water quality standards and/or restoration project goals. This could include significant involvement with aspects of the Everglades Consent Decree, as well as CERP projects. Staff members summarize and report data evaluation work through periodic reports, technical publications, and presentations, and resolve problems related to water quality, modeling, and other water-related environmental systems, including interacting with other District staff on issues related to hydrology, hydraulics, hydrodynamics. Position responsibilities include developing and managing section projects, budgets, and contracts, providing guidance to staff and evaluating personnel performance, and assisting the Administrator with Section administrative, budgetary, and planning tasks. May manage contracts for engineering and scientific services and an associated contractor workforce if needed.
Coordinates and works collaboratively with other section supervisor(s) and District peers to ensure timely and successful completion of projects and quality work products and provides technical advice to other District units and external organizations, as representative of the District. Projects may involve significant coordination with internal divisions and bureaus, outside agencies and contractors.
This position may be underfilled at the Supervisor level.
Employment Guidelines:Section Leader - Engineer OR Section Leader - Scientist:
Bachelor's Degree from an ABET/EAC accredited program with a graduate level preferred and 10 years’ experience that demonstrates measurable career progression within engineering discipline and leadership that can be directly applied to support the District's strategic goals and objectives OR Master's Degree in Natural or Physical Sciences and 10 years’ experience that demonstrates measurable career progression within scientific discipline that can be applied to support the District's strategic goals and objectives. Typically, this includes experience in both technical development and 4 years of increased supervisory accountability.
Disciplines for engineering education and experience requirements include Civil, Construction, Electrical, Environmental, and Mechanical Engineering. Incumbent has State of Florida Professional Engineer (PE) license and keeps licensure status current.
Engineer Supervisor:
Bachelor's Degree from an ABET/EAC accredited program and 8 years’ experience which should include two (2) years supervising an engineering staff, or assisting the manager lead an engineering department. Prior experience demonstrates measurable career progression within engineering discipline that can be applied to support the District's strategic goals and objectives.
Disciplines for engineering education and experience requirements include Civil, Construction, Electrical, Environmental, and Mechanical Engineering. Incumbent has State of Florida Professional Engineer (PE) license and keeps licensure status current.
Science Supervisor:
Master's Degree in Natural or Physical Sciences and 8 years’ experience that demonstrates measurable career progression within scientific discipline that can be applied to support the District's strategic goals and objectives. Prior experience should include two (2) years supervising a scientific staff, or assisting the manager lead a scientific department.
License:
Valid State of Florida Driver’s License required.
Physical Requirements/Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
