Job Summary
Under the direction of the Principal Engineer, develops, implements, coordinates, and maintains spatial data and a District-wide ESRI-based enterprise Geographic Information System (GIS). Manages GIS data, integrations, projects, applications and system infrastructure. Supports all District departments via the provision of geospatial data & analysis, development of web maps & field applications, coordination with contractors, management of special projects and regular training of District staff. Works closely with the Asset Management Analyst, Information Technology (IT) staff and field crews to develop and refine data collection programs, workflows, reporting and analysis of water distribution and wastewater collection systems.
Essential Functions
- Develops and maintains a comprehensive enterprise geographic information system. Collects, reviews, prepares, and enters spatial data into geodatabases for the ongoing development of the GIS. Maintenance of accurate water and sewer asset information using ESRI software, in addition to other software providers. Continuously updates asset information in GIS received from staff. Maintains the integrity of the Geometric Network and / or Utility Network.
- Creates and maintains District map products, standards, and mapping protocols. Supports District staff using GIS products to administer their own maps and data.
- Sends and receives GIS data to and from other software platforms including but not limited to a computerized maintenance management system (CMMS), modeling software, drafting software, artificial intelligence software, and financial / customer service software.
- Utilizes GIS to collaborate with staff for planning, design, project identification and development, asset management, and other functions. Prepares maps, plans, details, charts, diagrams, and other products using GIS.
- Ability to support a SQL database environment including reading / writing basic SQL statements and working with SQL views for the conveyance of geographic information.
- Trains and supports staff on the use and capabilities of the GIS systems and the global positioning system (GPS) units. Meets regularly with all departments to keep an open line of communication concerning GIS functionality, new projects and to address any concerns regarding GIS.
- Responsible for the maintenance and implementation of all GIS enterprise licensing and software updates. Works with IT staff to maintain all GIS related infrastructure including servers, tablets, and integrated tools / software.
- Supports Quality Assurance / Quality Control (QA / QC) initiatives by implementing principles into daily work practices.
- Reading and interpreting utility asbuilts for use in digitizing assets in GIS.
- Monitors changes in GIS technology and applications, recommends improvements and upgrades, and implements changes after approval; learns new systems and programs as dictated by future technological advancements of District's needs.
- Adheres to and enforces stated safety policies and procedures.

EDUCATION
Requires a Bachelor's Degree in GIS, geography, computer science, planning, mapping, surveying, or related field.
Any combination of education, training and experience that would provide the required knowledge, skills, and abilities to perform is qualifying.

3. Life Insurance - $70,000 death benefit. Premiums paid in full by District.
4. Retirement Plan - CalPERS 2% at 62 formula for PEPRA members. 2.7% at 55 for Classic Members. Employee pays 50% of the total cost of the benefit, up to a maximum of 8% of salary per month. A new hire not previously in CalPERS (or a reciprocal plan) or who has had a PERS / recriprocal agency service break of six months or more may be subject to provisions of PEPRA legislation effective January 1, 2013.
