South Whidbey School District

REPORTS TO: Director of Finance

WORK YEAR: 260 days

SALARY RANGE: $150,000 - $185,000 Annually

Start Date: April 14, 2025

JOB SUMMARY:

This position plans, coordinates, implements, and manages assigned school construction projects to ensure projects are on time, within budget, to the quality specified, while identifying and controlling for potential risks to the project or district. This position collaborates directly with stakeholders to oversee and disseminate timely information on all aspects of the construction process.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

This list of essential functions is not exhaustive and may be supplemented as necessary in consultation with the employee(s) involved.

1. Plans, coordinates, implements and directs activities for new construction and alteration projects. Advocates for the project goals and design intent during construction, ensures proper close-out, successful move-in, and Post Occupancy Evaluation (POE). Coordinates timely decisions are made by the district so the project is completed on schedule, on budget, and within scope.

2. Serves as a liaison between SWSD departments, students, teachers, and staff for the duration of planning, design, construction, and warranty periods for all projects. Collaborates directly with stakeholders to oversee and disseminate timely information.

3. Coordinates efforts across entire project between architects, engineers, and contractors during construction and through commissioning and warranty.

4. Performs well-documented Post Occupancy Evaluation for each project; documents lessons learned for future use in Capital Project resources.

5. Oversees risk management on behalf of the district for assigned projects. Identifies and responds to potential issues throughout the life of the project to minimize potential negative impacts. Reports issues as they occur to all impacted stakeholders and Director of Capital Projects.

6. Maintains current knowledge of all scopes of work in consultant, vendor, and contractor agreements and applicable state and federal law to ensure compliance. Regularly reviews contracts.

7. Assists in review of construction documents for constructability, bid-ability, completeness, errors and omissions.

8. Supports the development of “front end” specifications and development of construction documentation.

9. Leads preparation of assigned construction budgets.

10. Assist with preparation of contract modification documents.

11. Reviews and verifies Contractor’s and/or Architect’s monthly progress payments.

12. Reviews, confirms, prepares and/or assists with preparation of project master schedule.

13. Assist in the preparations of defense against Contractor claims.

14. Ensures the quality of A/E work and work of other consultants, as appropriate.

15. Selects and coordinates inspection by permitting agency, soils engineer and special inspection entity.

16. Obtains necessary permits and act as liaison with jurisdictional authorities, as required.

17. Collects contract-required documentation, O&M manuals, as-built drawings, guarantees, warranties, keys, as outlined in each project contract, as needed.

18. Determines and define scope of work and deliverables for all projects assigned.

19. Manages costs in order to meet budget.

20. Develops and implements QA/QC processes on behalf of the district.

21. Ensures work is done in compliance with all relevant building and safety codes through consultant coordination.

22. Coordinates Commissioning services.

23. Performs periodic construction observations and verifies that installation is in general conformance with the construction documents.

24. Oversees Warranty Implementation Plan. Tracks warranty items and corrective actions necessary to successfully implement warranties. One month prior to the end of the one-year warranty period, conduct a walkthrough to document any outstanding warranty items for corrective action by the contractor.

25. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience

Minimum of five (5) years of experience in construction/project management or general contracting experience. Demonstrated leadership experience managing or directing others. Bachelor's degree required, preferably in Construction Management, Engineering, or closely related field. Requires experience with web-based project management tools.

Allowable Substitution

Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.

Knowledge, Skills, and Abilities

Knowledge of green and sustainable buildings; knowledge to read, interpret, and update construction project-related drawings or documents; ability to operate a personal computer using MS Office including knowledge of Word, Excel, Front Page, Outlook, Internet Explorer, Microsoft Project or other scheduling software; ability to plan, organize, and set priorities; ability to read and interpret complex documents; ability to exercise independent judgment within scope of assignment; ability to communicate complex information in a clear and understandable manner; ability to remain flexible and work effectively under pressure; ability to establish and maintain effective working relationships with staff and the public; ability to attend to details; ability to communicate effectively in writing, using correct grammar, spelling, and English usage; strong organizational skills and ability to effectively manage resources and projects.

EVALUATION:

The performance of this job will be evaluated annually or as needed.

WORKING CONDITIONS:

Required to meet inflexible deadlines; requires substantial visual concentration; requires occasional prolonged exposure to visual display terminal.
