JOB SUMMARY:

The Employee and Labor Relations Administrator is responsible for the development and administration of the employee relations program, and employee advocacy. This position interfaces with employees, management and union representatives. This position is responsible for labor relations and human resources matters, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Researches and explains laws and legal affairs concerning employment to managers, supervisors, and employees.
  • Advises and trains managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances.
  • Represents organization in contract negotiations, meetings, and negotiations with employee and labor organizations.
  • Collaborates with leadership on matters of policy and terms of memoranda of understanding before and throughout negotiation process.
  • Participates in negotiation with employee and labor groups.
  • Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to the Director of Human Resources.
  • Serves as the initial contact and liaison for intake and assessment of employee complaints.
  • Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs the Director of Human Resources when additional investigation is required.
  • Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives.
  • Collects information and data to assess cost and policy implications of negotiations and disputes.
  • Conducts surveys, interviews, and other research related to human resource policies, compensation, and other labor negotiations; collects information and reports results to the Director of Human Resources.
  • Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources.
  • Assists the Director of Human Resources with preparation of plans, policies, documents, and reports including EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks.
  • Assists the Director of Human Resources with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
  • Provides guidance on the organizations training requirements and responsibilities including required compensation and accommodations under federal and state employment laws including Title VII, the Fair Labor Standards Act, the Americans with Disabilities Act, the Occupational Safety and Health Act, and other employment, health, or safety statutes and programs.
  • Performs other duties as assigned.

Education and Experience:

  • Law degree in employee relations, Contracts, law, human resources, Labor Relations, or related field required.
  • At least ten (8) years required with experience in employee relations required.
  • 8 years in employee relations experience required.

REQUIRED SKILLS/ABILITIES:

  • Excellent verbal and written communication skills.
  • Excellent interpersonal, counseling, and negotiation skills.
  • Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
  • Expert knowledge of Equal Employment Opportunity and affirmative action requirements.
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.

PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

SCHEDULE:

This is a 12-month position and under the Act 93 Management Agreement.
