Manager, Budget and Financial ManagementFinance and AdministrationBudget OfficeFull time Job Description: The Manager of Budget and Financial Management is a mid-level management position that reports to the Director of Budget and Financial Management, supervising the daily budget and financial management processes of the University. This role involves collaborating with department leads and financial managers to develop, implement, and monitor budgets, to ensure alignment with the university's strategic goals. The Manager of Budget and Financial Management will provide detailed financial Management and analysis, inclusive of maintenance of the long-range plan, developing forecasts, strategic decision support and preparing financial reporting for stakeholders. Primary Responsibilities: Leads the annual budget and midyear reforecast processes, collaborating with department leads to gather and analyze budgetary needsDevelops and maintains three-year financial forecast to provide a foundation for producing detailed annual budgets and indicate financial health over timeConducts scenario analyses to assess potential financial impacts of strategic initiativesActs as a liaison between the departments and the Office of Budget and Financial Management, working directly with department leads to develop, monitor, and analyze budgets to ensure effective fund management in compliance with University policies and proceduresPrepares detailed variance reporting and supporting schedules for various stakeholder levels (Board of Governors, Division Leads, Department Leads) to ensure operations are in alignment with allocated budgets and established financial procedures Oversees routine budget office operations such as reconciliations and transfers Maintains an accurate database for effective financial trackingEnsures compliance with internal policies as well as federal, state, and local financial regulations
EXAMPLE OF DUTIES
Bachelor’s degree in finance, accounting, business management or business-related field; MBA or relevant master’s degree is a plus Proven experience in budget management and financial analysis; experience in higher education is a plus Knowledge of budgeting procedures, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) principlesExcellent financial, statistical and analytical skills with the ability to define, analyze, and formulate solutions to complex budgeting needsDemonstrable proficiency in querying databases and generating reports using various programs including Microsoft Access and ExcelProficiency working with an Enterprise Resource Management System; Ellucian Banner ERP experience is a plusExceptional analytical skills coupled with strong decision-making capabilitiesExcellent verbal communication abilities along with strong interpersonal skills; able to work effectively at all levels within an organizationDemonstrated experience and commitment to customer serviceDemonstrated history of creating and maintaining positive work environments through coaching, developing, and leading teams to achieve common goals
