OVERALL DESCRIPTION
Responsible for managing all aspects involved in the provision of operations within the Control Center which include the daily service of Bus, Light Rail, Subway Elevated, Regional Rail and Suburban Operations. Oversees the communication of delays to passengers and develops strategies to design and implement the sharing of Real Time information.
BASIC ADMINISTRATIVE RESPONSIBILITIES
- Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department.
- Develops objectives, policies and procedures for the approval of immediate manager.
- Interprets and administers programs and procedures in accordance with approved policies.
- Performs special assignments for immediate manager, as required.
- Reports performance to immediate manager.
- Coordinates expense budget spending for the department to maintain performance within budget.
- Develops a sound organization, staffed with personnel able to perform the functions of the department.
- Develops a suitable successor and be responsible for training replacements at all levels within the department.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and / or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
SPECIFIC RESPONSIBILITIES
Manages, through Control Center Deputy Chief Officers and Directors, the daily dispatching functions for revenue vehicles as well as emergency response functions. Provides leadership and direction for department staff to correct and improve problem areas and to achieve established goals.Oversees the communications of delays to passengers on City, Suburban and Railroad, and develops strategies to design and implement the sharing of Real Time information.Maintains data files and produces reports to aid the Authority in monitoring various aspects of service delivery.Promotes inter-modal cooperation and coordination especially during emergencies or construction projects to ensure minimum service disruptions for passengers.Develops and administers control center training programs. Develops a sound organization, staffed with personnel able to perform the functions of the department.Interfaces with the National Transportation Safety Board and the Pennsylvania Department of Transportation and other agencies on rules compliance and other operational issues.Establishes department goals, policies and programs designed to improve the safety, quality, productivity, and efficiency of transit service to increase customer satisfaction, ridership, and revenue. Works toward their accomplishment through coordination with other divisions and departments, and outside agencies.Ensures adequacy of manpower and employee training to ensure the excellent performance of scheduled passenger service.Ensures that the highest standards of hospitality to customers and overall customer service are maintained.Ensures that employee morale is high and that employees are dealt with fairly and equitably in compliance with labor agreements and Authority policy.Directs the preparation of the annual department budget and monitor and control budget expenditures.Interprets Authority policy and administrative directives and establishes department policies and procedures to implement them.Makes recommendations and assist in negotiations for changes to applicable labor agreements.Enforces safety regulations and implements safety programs.Monitors daily activities and the performance of various operational activities.Provides leadership and direction to subordinates to correct and improve problem areas and meet established goals.Performs other duties as required.QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree from a recognized College or University and a minimum of fifteen (15) years relevant and increasingly responsible experience required. Experience in several transportation modes (Surface, Subway / Light Rail and / or Regional Rail) and / or Control Center operations preferred. Previous management experience required.An equivalent combination of advanced education (one (1) year of formal education equating to two (2) years of experience) may be considered in lieu of the above requirements.Thorough knowledge of Safety Rules and Signal Systems, management techniques, system analysis and change management strategies required.Excellent written and verbal communication skills with ability to organize and present program presentations.Excellent customer service, crisis management and safety experience required.Excellent PC skills required.BENEFITS SEPTA offers a comprehensive benefits and retirement program :
